Statement of Work
Building 20 Thermoplastic Polyolefin (TPO) Roof Repairs
USDA, Ames, IA
05/12/2021
Background:
The USDA NCAH Building 20 located at 1920 Dayton Avenue, Ames, IA requires roof repairs on the Upper North and South Penthouses. The Thermoplastic Polyolefin (TPO) roof membrane has become loosened from the insulation board and has formed bubbles in the roof membrane that need to be repaired before the TPO membrane tears or breaks loose and creates a serious leak, damaging items inside Building 20.
Scope of Work:
The Building 20 North has loose roof sections with dimensions of 170’ X 12’ (Area 1) and 18’ X 36’ (Area 2) on an insulated metal roof deck. The Building 20 South Penthouse has a loose roof section 75’ X 85’ (Area 3). Emergency repairs were completed in October 2020 to secure the TPO membrane with metal battens covered with black EPDM material and coating with a white paint on sealer. Nine (9) temporary black EPDM patches were installed over tears that are about one square foot each, which need to have white TPO heat welded patches installed. Five (5) of the temporary patches are located within Area 4, and one (1) patch each in Areas 5, 6, 7, and 8. A pdf drawing is attached showing the roof areas to be repaired circled in red. In addition, the lightning protection cables, pad, mounts and hardware pieces need to be repaired and replaced, as required, and sections of the snow guard system as well as some mounts that pulled out of the roof membrane. The Contractor completing the TPO roof repair must be an authorized Carlisle Roof System Approved Installer using approved Carlisle roof system components to ensure the integrity of the existing Carlisle Golden Seal Roof Warranty that extends to 1/24/2024. The Contractor is responsible for all labor, material, disposal, and crane rental to complete the work.
The work required to repair the roof is as follows:
1. Install new Rhinobond plates over the existing loose TPO roof membrane, as shown in Areas 1 through 4 on attached pdf drawing and fasten to the existing metal deck with screws. New Rhinobond plates are to be installed as per manufacturer’s requirements.
2. Install new white 60 mil TPO membrane on the North and South Upper Penthouses, as shown in Areas 1 through 4 on attached pdf drawing and seal to the existing roof membrane. Heat weld the new Rhinobond plates to the new white TPO roof membrane as per manufacturer’s requirements.
3. Install 5” white flashing over the tie in between new and old roof membrane on all four sides of all roof valleys, edges and penetrations in the roof Areas 1 through 4.
4. Install new walkway material in Area 1. Match existing material and color. Color may be white if existing color cannot be matched.
5. Roof Areas 5 through 8 shown on the attached drawing shall have a white TPO heat welded patch installed over the existing black EPDM patch.
6. The Contractor shall carefully remove, as required, all lightning protection cables and hardware attached to the TPO roof membrane in the replacement areas and reinstall to the new TPO roof material using a Carlisle approved adhesive.
7. The Contractor is responsible for the cost and coordination of a crane, if necessary, to move materials on and off the roof.
8. The Contractor is allowed to use the freight elevator, if necessary, to move workers and material to the rooftop Supervised by the COR or other designated USDA employee.
9. The Contractor will reattach approximately 30 loose lighting protection cable attachment plates on the North Upper Penthouse using a Carlisle approved adhesive to bond to the existing TPO roof membrane.
10. Inspect the lightning protection system on the North and South Upper Penthouses and repair or replace any lightning rods that are missing with components equivalent to the existing system.
Components may be purchased from National Lightning Protection.
11. Inspect the snow/ice guard system on the North and South Upper Penthouses and repair or replace the snow/ice breaker components that are missing to match the existing system.
Components may be purchased from Snow Guard.
Work shall be completed during normal business hours 7am to 4:30pm. Contractors are encouraged to schedule a Site Visit with the COR, Leo Mincks, Work Cell Phone: (515) 231-1574 or other COR as assigned, prior to submitting their proposal.
Project Timeline:
Contractor shall be given 270 days from the “Notice to Proceed” to complete the project.
General Requirements
1.01 Work Restrictions & Conditions
A. Site Security Access
1. Access to the construction site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the main entrance gate with the USDA sign and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the work day. A current government-issued identification with a picture ID is required for entry.
2. This project construction site is located in the site security protection zone. No contractor or business vehicle tag will be required for this portion of the site.
3. Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.
4. The Contractor shall use only the service roads and access routes approved by the Contracting Officer’s Representative (COR).
5. Work shall be confined to the areas described in the Statement of Work for Building 20.
Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project.
6. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.
7. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.
8. No “tailgating” of USDA employees through secure entrances is allowed.
9. No animals/pets are allowed to be brought on the site regardless of whether they are left in a vehicle in the parking lot or not.
B. Work Hours: Regular work hours for the site are 7:00am to 4:30pm, Monday through Friday, excluding Government holidays.
C. Work Outside Regular Work Hours: Work scheduled outside regular work hours, including late hours, Saturdays, Sundays, and Government holidays, require Contracting Officer’s Representative (COR) approval in advance. Make application to the COR at least 5 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements. Requests shall include the exact dates, hours, location, and purpose of the exception. If approved, the COR will coordinate access with the site security office.
1.02 Quality Control Requirements
A. COR shall inspect the completed work for approval with the Contractor prior to considering the work to be complete.
1.03 Temporary Facilities
A. Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any utility connections.
B. Telephones: The Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.
C. Toilet Facilities: The Contractor is allowed to use Public Toilet Facilities within the Building
20 first floor east corridor area.
D. Smoking is only allowed in the outdoor smoking building located at the Southeast corner of Building 20. The Contractor will need to be escorted out of Building 20 to use the smoking location, no propping of doors is allowed.
E. Fall Protection Program – Provide a copy of Company Fall Protection Plan to COR prior to commencing work for review.
1.04 Coordination
A. The Contractor shall coordinate all work with the Contracting Officer's Representative.
B. The Contractor shall submit an installation schedule for review and approval by the Contracting Officer's Representative within ten (10) days of task order award. The installation schedule shall be updated as needed, but not less than on a monthly basis.
C. The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.
1.05 Special Provisions
A. There are buildings on campus that are bio-security facilities and contains biohazard materials; therefore, the Contractor must complete any area specific training before entry and follow bio-security procedures for entering and exiting any such facility. In addition, any tools or equipment carried into a bio-security facility must be decontaminated before they can be removed from the bio-security facility.
B. The Contractor shall confine all operations to within the work limits of the project area and exercise special care to maintain natural surroundings undamaged.
C. Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the Contractor shall be refinished to match original condition.
1. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.
2. Patching material, paint color, paint material and paint application methods shall be approved in advance by the Contracting Officer’s Representative.
D. No building structural members shall be cut or altered without prior approval of the
Contracting Officer's Representative.
E. Any damage resulting from the Contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.
F. The Contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in Contractor provided OSHA approved containers, remove, and dispose of trash off site daily.
G. The Contractor shall move all materials and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.
H. The Contractor shall provide proper safety equipment to workmen and ensure a safe environment for employees and the general public at all times. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.
