Statement of Work {SOW) for the
Dairy Nutritionist Contract
1.1 Background
The mission of the USDA-NADC Animal Resources Unit in Ames, Iowa is to provide animal care and support services for internal users that rely on animals and animal products for research, testing, and training.
1.2 Objective
Contractor to provide nutritional guidance and Total Mixed Ration (TMR) Diet Formulation for nutritional support for NCAH Dairy herd to meet goals as established by NCAH Research and animal care staff for herd comprising:
-Lactating Dairy Cows; 30-60 head
-Beef and Dry Cows; 50-150 head
1.3 Scope of Work
-Contractor to provide Balanced diet formulation* for lactating and dry cattle based on:
-NADC supplied feed components (feed test results/guaranteed analysis provided by NADC)
-visual appraisal/evaluation of cow condition
-milk production, sec, components records/results, etc. (as available)
-feed intake records (as available)
*Diet reformulation may be required for (but not limited to) the following:
-Change in or required change need in animal condition -Change in nutritional content of feed available -Change in pasture availability -Weather/season nutritional adjustment -Production and/or growth stage of animals -Requirements of research need
-Contractor to provide guidance and recommendations for health issues related to nutrition as requested by NCAH Farm Manager, ARU Veterinarians, or Dairy Animal Caretaker Supervisor
-Contractor to conduct in-person visit bi-monthly to be scheduled within the same time frame each month and to include:
-Re-evaluation of the current diets
-Visual appraisal of condition of cows for feed adjustments
-Visual inspection of feed components
-Review of any records as needed/available
-Adjustments to feed rations as needed. May be as high as 36 per year (typically 10-12)
-Provide guidance and recommendations for health issues related to nutrition.
-Meet with Farm Manager and/or Dairy Caretaker Supervisor (or designee) to review adjustments and findings
-Meet with Research Staff during visit as requested.
-Meet with animal care staff for educational purposes to explain nutritional principles
(not to exceed two times per year)
-Provide written report of cattle observations, recommendations, activities conducted, and feed ration adjustments within 5 business days of visit.
1.4 Government Furnished:
-NADC will provide Forage analysis for hay and silage used in TMR Diets.
1.5 Qualifications
-Contractor must meet the following minimum requirements:
-Education level of Bachelor of Science with emphasis in Dairy Nutrition.
-Ten years of direct fulltime experience managing commercial Dairy nutritional programs -Provide references from three commercial dairies that currently use the contractor's services managing their nutritional program.
1.6 Period of Performance
-The contract effective date shall run for 1 2 m o n t h s f r o m d a t e o f a w a r d .
-Contractor to conduct in-person visit bi-monthly. Typically, visits are scheduled for January, March, May, July, September, and November and are to be scheduled within the same time frame each month.
-Desire is for award for base + 4 option years.
• Base Year – 12 month from DOA
• Option Year 1 – 12 months
• Option Year 2 – 12 months
• Option Year 3 – 12 months
• Option Year 4 – 12 months
1.7 Place of Performance
-Services will be provided at USDA, NCAH, 1920 Dayton Ave, Ames, IA. Visits shall not be made on Federal Holidays or Observance of Federal Holidays (New Year's Day, Martin Luther King Jr. Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day).
-Contractor must provide Identification and check in with Security upon arrival and when leaving. - Contractor will be escorted by Farm Manager, Animal Caretaker Supervisor, or designee while on premises.
Note: The following rules and regulations apply to all property at the NCAH, Ames, Iowa, under the custody of the United States Department of Agriculture (USDA) and to all persons entering on such property:
Admission to Property: The campus is closed to the general public. Admission to the facility is restricted to authorized persons and approved visitors. Upon entry, visitors:
1. Will be required to present Government or other identifying credentials to the Officer at the Visitor Gate (photo driver's license, passport, or another official photo identification).
2. Will be issued a visitor's badge and must always wear and display the badge while visiting the facilities.
3. Will Not bring any animals including pets, weapons or illegal substances onto government property
