About this file

This is a Statement of Work for vessel charter services for the NASA SWOT Harvest Buoy Cruise. The contractor must provide a United States flagged vessel with crew to recover one SWOT buoy deployed near coordinates 34.02N 120.09W (60 nautical miles west of Santa Barbara, California) and deploy a replacement buoy provided by NOAA during the performance period of October 14, 2026 through December 31, 2026. The recovered buoy must be returned to NOAA. Two personnel from PMEL will board the vessel to oversee and assist with the recovery and deployment operations.

The vessel must meet specific operational and equipment requirements, including current USCG inspections and endorsements, capability to maneuver at low speeds (~1 knot), and a crane with a Safe Working Limit of at least 5,000 pounds with sufficient outboard reach for buoy recovery. The vessel must maintain approximately 3 meters by 3 meters of open deck space for the recovered buoy and mooring gear. The buoy is approximately 8 feet in length, 5 feet in diameter, weighs up to 1,500 pounds, and includes sensitive antenna and electronics. The mooring system consists of wire chain and floats totaling 300 meters. The contractor's proposal must include itemized cost breakdowns for loading and offloading PMEL gear, vessel transiting, buoy recovery, fuel, and other associated costs. The contractor must also be responsible for coordinating with government-furnished trucking for equipment transport to the pier.
