About this file
This is a Statement of Work (SOW) for solid waste landfill disposal services at Federal Correctional Complex (FCC) Yazoo City, Mississippi. The contract runs from October 1, 2026 through September 30, 2027 under Notice ID 09242026-WM-10. The contractor must provide commercial tipping and disposal facility access for approximately 3,000 tons of non-hazardous municipal solid waste generated by the facility's daily operations. The landfill facility must be located within a 70-mile radius of FCC Yazoo City (2225 Haley Barbour Parkway, Yazoo City, MS 39194) and must have immediate capacity to absorb the estimated volume. The travel route from the facility to the landfill must avoid densely populated areas to maximize safety and minimize community disruption.
Pricing is structured on a strict per-ton (TN) basis, with the Government paying only for actual tonnage disposed. The contractor is responsible for no pickup, collection, or transit hauling; FCC Yazoo City staff will directly transport all waste to the designated landfill site. The contractor must provide unrestricted facility access during standard operating hours and maintain certified weight scales to issue immediate weight tickets documenting the exact date and time of disposal, net waste amount in tons, landfill facility name and permit number, and the prison vehicle identification/license. Monthly itemized disposal reports compiled from weight tickets must be submitted to the FCC facility manager for billing verification. The contractor must maintain full licensure and compliance with all local, state (Mississippi Department of Environmental Quality), and federal (Environmental Protection Agency) regulations governing landfill operations. Efficient scale house operations must minimize vehicle wait times, and failure to maintain accurate monthly weight tracking may result in delayed payments or contract termination.
