About this file
This is a Statement of Work (SOW) for the Navy Recruiting Command (NRC) outlining requirements for a strategic partnership with a national youth leadership and service organization, specifically Kiwanis International's Key Club program.
The NRC seeks a comprehensive partnership package to enhance Navy recruiting visibility and engagement with youth across the United States. The partnership must include invitations to the Key Club International Convention (July 1-5, 2026, at the Hilton Anatole in Dallas, Texas) and spring District Conventions hosted by Kiwanis International or sponsored groups. Key deliverables encompass five primary service categories: (1) Access and Networking—providing access to student content and communications materials plus invitations to local, regional, and national events; (2) Communications and Public Relations—featuring NRC in monthly newsletters, annual blog posts with social media content, 12-month social media inclusion, mobile app recognition, and year-round website recognition; (3) Speakers Bureau services including annual presentations to regional administrators, convention speaking opportunities, project management facilitation, and post-event satisfaction surveys; (4) Annual Convention/National Conference support with dedicated exhibition space, two Navy-led workshops, Navy promotional video during general sessions, promotional material distribution, potential Navy band or ceremonial guard performances, and opportunities for convention kickoff or keynote speaking; and (5) Member Access and Networking—providing lists of schools hosting youth programs, quarterly newsletter and annual email connections with student chapters, up to four Navy-hosted webinars on scholarship opportunities, and a global leadership certificate course for members. The period of performance runs from June 8, 2026, to June 7, 2027, with performance occurring at Kiwanis Youth Programs in Indianapolis, Indiana. Government points of contact are Nathan Peoples and Howard Bryant of NRC; the Kiwanis contact is Ms. Stacy Miller at the Indianapolis office.
