Statement of Work Summary: Wide Area Network Emulator for Next Generation Network Testing
This is a Statement of Work (SOW) from the U.S. Department of Commerce's National Telecommunications and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS) for the procurement of a Wide Area Network (WAN) emulator system. The system will support research and testing of Open Radio Access Network (RAN) systems and 5G technologies within the CRAIN 5G Laboratory.
System Requirements
The primary deliverable is a WAN emulator unit with minimum two ports capable of 10 Gigabit Ethernet (10GBE) each, with information requested on support for 25GBE and 100GBE upgrades. The system must maintain internal throughput up to 10GBE between the two ports and include a programmable API for automation. The unit must support up to 500 milliseconds of delay (minimum upper bound) with a maximum delay resolution of 5 microseconds. The emulator must provide packet delay/loss/retransmission modeling with network impairment traffic shaping capabilities including bandwidth throttling, latency, jitter, packet loss, packet reordering, packet duplication, packet corruption, and error insertion. Traffic shaping generation types must support constant, normal (gaussian), uniform, and Internet distributions, with optional capability for custom traffic pattern import/creation. The system must classify traffic into minimum 4 streams for 10GBE and 16 streams for 1 Gbps, support both raw (bit level) and packet mode (header fields) stream configurations, and accommodate stream definitions up to 120 bytes wide covering MAC to UDP headers and payload. Additional technical requirements include FPGA-based hardware, minimum intrinsic device delay of 10 microseconds or less, support for O-RAN.TIFG.TS.E2E-Test.0-R004-v08.00 test cases, PTP (IEEE1588v2) Transparent Clock and SyncE passthrough capabilities, and per-stream WAN impairment independence with live throughput graphs for visualization.
Supporting Components and Delivery Terms
The procurement includes Small Form Pluggable (SFP/SFP+) layer 1 adapters: two single-mode 10GBE SFPs (1310nm wavelength with duplex LC fiber interface), two multi-mode 10GBE SFPs (850nm wavelength with duplex LC fiber interface), and two BIDI SFPs (1270/1330nm wavelength with simplex LC fiber interface). One year of minimum associated licensing and support is required. Hardware delivery is requested within 12 weeks after receipt of order to NTIA.ITS, 325 Broadway, Boulder, Colorado 80305, Building 1, Room 2226.

STATEMENT OF WORK
Wide Area Network Emulator for Next Generation Network Testing
U.S. Department of Commerce
National Telecommunications and Information Administration
Institute for Telecommunication Sciences
1. BACKGROUND
The Institute for Telecommunication Sciences (ITS) will conduct research and engineering projects that examine the feasibility of deploying Open Radio Access Network (RAN) systems consisting of radio subsystems from multiple vendors. This test equipment will be used to test Open RAN systems deployed in the CRAIN laboratory. The CRAIN 5G Laboratory requires a Wide Area Network Emulator solution to support research related to fifth generation (5G) cellular and Open RAN technologies.
2. OBJECTIVE
NTIA.ITS requires a Wide Area Network (WAN) emulator, henceforth referred to as “the system”, that is compatible able to simulate WAN impairments on a 10 Gigabit Ethernet (10GBE) network. This system will be used to test the effect of WAN behavior in 5G OpenRAN systems and cabled ethernet networks.
3. TECHNICAL REQUIREMENTS
NTIA.ITS requires the following items which comprise the system, with associated requirements:
1. WAN emulator unit
a. The system must have two ports (minimum) capable of 10GBE (minimum) each.
Please provide information on current support or upgradability for 25GBE and 100GBE.
