About this file

This is a Request for Quotation (RFQ) issued by the National Telecommunications and Information Administration (NTIA), a division of the U.S. Department of Commerce, for the procurement of a WAN Emulator. The RFQ number is NTIA0000-26-00118. Quotations are due by 12:00 PM Eastern Time on Monday, May 18, 2026, and must be submitted electronically via email to Erika Crawford at ecrawford@doc.gov. Quotations shall remain valid for 120 calendar days unless otherwise specified by the offeror. The resulting award will be a Firm-Fixed-Price Purchase Order. Submissions must be in Microsoft Word, Excel (2007 or later), or searchable PDF format, using Arial 11 pt or Times New Roman 12 pt font with 1-inch minimum margins. Company names must appear on all pages and file names, and no marketing materials are permitted.

Offerors must submit quotations organized into two sections: a Technical Quotation (maximum 5 pages) and a Price Quotation (no page limit), combined into a single electronic file. The technical quotation must demonstrate conformance to the Statement of Work (SOW) and clearly identify the proposed solution with part numbers and pricing. The Government will evaluate quotations using a Lowest Price Technically Acceptable (LPTA) methodology, requiring that quotations demonstrate clear understanding of requirements and provide solutions fully compliant with the SOW to be considered technically acceptable. Unacceptable quotations will not be eligible for award. The quoted price must include all costs necessary to perform the work or deliver products in accordance with the period of performance and delivery requirements specified in the SOW. Applicable clauses incorporate references to DOC acquisition regulations covering contracting officer authority, compliance with laws, organizational conflicts of interest, simplified acquisition procedures, place of acceptance, and security requirements for information technology.
