About this file

This is a Statement of Work for Indian Health Services (IHS), a Department of Health and Human Services agency, requesting the procurement of Nitronox Plus nitrous oxide delivery systems for Gallup Indian Medical Center.

IHS seeks to acquire one Nitronox Plus system fitted with a portable oxygen tank for use in the OB/GYN clinic and two Nitronox Plus systems that connect to wall air to replace existing equipment on Labor and Delivery. The contractor must also provide one hour of virtual assembly and equipment training. The existing Nitronox systems in use are 11 years old and no longer in production, with a 10-year expected service lifetime. Recent equipment failures have prevented staff from offering nitrous oxide as a pain management tool for gynecologic procedures. The updated Nitronox Plus systems will improve patient care quality, ensure consistent equipment availability, and reduce staff training requirements by maintaining product consistency across both units. IHS evaluated alternative nitrous oxide delivery systems from Sedation Systems (Nitrouseal), CAREstream America (Pronox), and O-Two (eAdvantage) but determined no compelling advantages existed regarding size, ease of use, maintenance, or safety. Equipment should be delivered to Gallup Indian Medical Center. The Nitronox Plus has an expected service lifetime of 10 years. No government-furnished property, contractor-furnished property, or security requirements are specified.

Statement of Work

NITRONOX PLUS NITROUS OXIDE

Author: Sarah Najjar, CNM

BACKGROUND

The Indian Health Services (IHS), an agency within the Department of Health and Human Services, is responsible for providing federal healthcare services to American Indians and Alaska Natives. The provision of healthcare services to members of federally-recognized tribes grew out of the special government-to-government relationship between the federal government and Indian tribes. The IHS is the principal federal health care provider and health advocate for Indian people and its goal is to raise their health status to the highest possible level.

Pain management options for outpatient, gynecologic procedures are limited, and it is well documented that providers consistently underestimate pain for these procedures. Offering nitrous oxide in the outpatient setting would improve the quality of care provided to IHS patients and would help address the problem of inadequate pain management for gynecologic procedures.

OBJECTIVES

The goal of this statement of work is to request a Nitronox Plus nitrous oxide delivery system to be used in the OB/GYN clinic and to replace the existing Nitronox systems currently in use on Labor and Delivery. We aim to improve patient experiences by expanding the now limited options for pain management during routine, outpatient, gynecologic procedures. Purchasing the updated Nitronox Plus systems for Labor and Delivery will allow us to ensure the equipment is available consistently and reduce risk of system failure.

PERIOD OF PERFORMANCE

The Nitronox Plus has an expected service lifetime of 10 years.

SCOPE

The contractor will supply one Nitronox Plus system fitted with a portable oxygen tank for use in the clinical setting and two Nitonox Plus systems that connect to wall air to replace the outdated systems on Labor and Delivery. They will also provide a one-hour virtual assembly and equipment training.

TASK

The OB/GYN department currently uses two Nitronox systems on Labor and Delivery to provide nitrous oxide for pain management. These systems are 11 years old, no longer in production, and have an expected service lifetime of 10 years. Over the past year, there have been instances when staff was unable to offer nitrous oxide as a pain management tool due to failing equipment. Upgrading the Nitronox systems to the updated Nitronox Plus systems would allow us to more consistently offer nitrous oxide for pain management and improve the quality of care provided to our patients.

Staff are already trained on the use and maintenance of the Nitronox product, and the systems have a proven safety track record since they were acquired over ten years ago. We currently stock disposable parts that are

While we did explore other nitrous oxide delivery systems – Sedation Systems’s Nitrouseal, CAREstream America’s Pronox, and O-Two’s eAdvantage – there were no compelling advantages regarding size, ease of use or maintenance, or safety to switch to a different manufacturer. Purchasing the upgraded Nitronox Plus systems and keeping the products consistent across Labor and Delivery and the clinic would reduce the staff training required to operate the systems, prevent confusion that may arise from different operating or maintenance procedures, and streamline the process for ordering disposable parts.

DELIVERY

Nitronox Plus nitrous oxide delivery systems. One full set for OBGYN clinic and two replacements for WHU unit.
