This Statement of Work describes annual preventative maintenance and repair services for the Department of War's small arms inventory, comprising 76 Sig Sauer M17 handguns, 8 FN M4 rifles, and 17 Benelli M4 shotguns. All work shall be conducted on-site at DLA San Joaquin, Building 235 (Police Department), with the contractor's location required to be within 25 miles of the facility. The contractor must provide complete disassembly, thorough cleaning, detailed inspection for wear and defects, repair or replacement of components as necessary, and reassembly to manufacturer specifications, followed by a complete functions check for each weapon. The base contract cost covers labor for one annual service per weapon; any additional parts required to bring firearms into fully serviceable condition must be obtained only from Original Equipment Manufacturer (OEM) or manufacturer-specification sources and require advance approval from the designated government point of contact before procurement and invoicing.
The contractor must provide verifiable proof that all technicians performing work are certified by the specific weapon manufacturer or possess an equivalent, recognized armorer's certification for each weapon system being serviced. Deliverables include fully serviceable weapons restored to manufacturer operational standards and a service report for each weapon detailing inspection findings, work performed, and a list of replaced parts. Work is considered complete and accepted upon the weapon passing the functions check and delivery of the service report to the government point of contact.
