The contractor must procure a constant tension wire spooler certified for 4,500 meters of 0.378-diameter wire rope and an empty metal cable drum capable of holding 4,000 meters of old CTD cable, or alternatively utilize the government's spooler and spare drum from the warehouse (with contractor assuming all transportation, rigging, fuel, batteries, generator, operation, and maintenance responsibilities). The contractor shall remove and dispose of the existing 3,900-meter CTD cable from the Model HW-500 Rapp Marine winch on the 01 Level, inspect and prepare the empty winch drum and Lebus shell, coordinate slip ring replacement with the ship's Chief Engineering Technician, spool the new cable in accordance with Technical Manual FRV40-226-047-010, apply eco-friendly grease during installation, test the newly installed cable for proper winch operation and cable conductivity, and return borrowed equipment to the warehouse. The contractor must complete Naval Station Newport Base Access Form SECNAV 5512-NSNPT at least three business days prior to arrival and coordinate all activities with the Contracting Officer's Representative, Ship's Bosun, and Chief ET. Quality assurance requirements include proper installation of cable wraps, overlay verification per technical reference, and final inspection and testing of the installed cable.
