About this file
This is a Request for Quote (RFQ) for commercial services issued by the National Oceanic and Atmospheric Administration (NOAA). The solicitation number is 1333MK26Q0061, issued on April 23, 2026, with quotes due by April 29, 2026 at 5:00 PM Eastern Time.
The contract involves replacement and spooling of CTD (Conductivity, Temperature, Depth) cable on Hydrographic Winch No. 2 aboard the NOAA Ship PISCES, located at Naval Station Newport, Rhode Island. The contractor must pick up government-furnished cable and eco-friendly slushing grease from the Gulf Marine Support Facility in Pascagoula, Mississippi (200 Krebs Avenue, Pascagoula, MS 39567) and transport them to Newport Naval Station for installation. The contractor must procure a certified constant tension wire spooler capable of spooling 4,500 meters of 0.378-inch diameter cable, or alternatively utilize the government's wire spooler and metal drum if transportation and operation are handled by the contractor. The work includes removing and disposing of the old cable, inspecting the winch drum, coordinating with ship personnel for slip ring replacement, spooling the new cable with provided grease, and testing the installation. The period of performance is May 1, 2026 through June 30, 2026, with potential performance dates of May 28–June 1, 2026 or June 11–14, 2026 at Newport Naval Station. This is a 100% small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees and Product Service Code J020. The government will award a firm fixed-price contract based on best value considering past experience/performance and best price. Offerors must provide company registration information, detailed cost breakdown, current liability insurance, compliance statement, acknowledgment of amendments, and three relevant references with detailed points of contact. Additional item requirements (AIRs) for potential growth work must include hourly labor rates for regular, overtime, and holiday/weekend overtime. All questions must be submitted in writing by April 27, 2026 at 1:00 PM ET to Alexander Cancela at alexander.cancela@noaa.gov. The contracting officer is Alexander Cancela, located at OMAO Field Delegates, 601 East 12th Street, Suite 1746, Kansas City, MO 64106.
