Each unit must measure 6 feet wide by 6 feet long, be pit-mounted with manual pull-chain activation, and have a minimum 25,000 lb capacity rating. Required structural and mechanical features include a steel box frame, high-tensile safety treadplate deck, automatic positive lip extension mechanism, Cam Control counter-balance spring assembly, robust hold-down mechanism, maintenance strut with lockout feature, two laminated dock bumpers, and grease fittings. All units must comply with ANSI MH30.1 safety standards and OSHA regulations. Delivery must occur between 7:00 AM to 2:00 PM, Monday through Friday, with fully assembled units free from shipping damage, complete installation manuals, technical drawings, and maintenance documentation. The vendor is responsible for loading and unloading equipment; delivery is freight dock to facilities dock with no additional charges. Each dock leveler includes a one-year base warranty covering structural and mechanical parts, freight, and labor, plus an additional nine-year pro-rated warranty for structural components, effective upon installation completion or the 60th day after shipment, whichever occurs first. Equipment acceptance requires full operational status without mechanical issues, correct lip extension and retraction, proper deck float under load, operational safety features, and absence of structural flaws.

SUBJECT: Statement of Work Approval for Project 26Z6AR1 Replace Dock Levelers

The Construction and Environmental Review Section, Facilities Management, has reviewed and approved the Statement of Work (SOW) and Location Plan to be used for solicitation services at FCI Sheridan for Project 26Z6AR1, Replace Dock Levelers. There are no additional square footage or modifications to the primary structure, nor changes to the utilities to this project.

This SOW specifically addresses the Replace Dock Levelers under Project 26Z6AR1 as defined herein and should not be interpreted as an open-ended approval for future, unrelated work.

STATEMENT OF WORK (DESCRIPTION OF REQUIREMENT)

A. INTRODUCTION

1. The Federal Bureau of Prisons (FBOP), FCI Sheridan located at 27072 SW Ballston Rd, Sheridan, Oregon 97378 intends to make a single award to a responsible entity that will provide all necessary equipment and delivery costs for the purchase of eight (8) new dock levelers as described within this Description of Requirement. Supply, procurement, and contracting shall comply with Federal, state, and local regulations, codes, and standards.

This contract will consist of supply only. FCI Sheridan will install all the equipment using in-house labor.

2. "Equal or Better" Product Substitution: Proposals must meet or exceed the specified product quality. If an alternative product or component is offered, the vendor must submit all technical documentation, certifications, and test results for consideration.

3. Government's Right of Final Technical Acceptance: The government retains the sole and final authority to determine technical acceptance for all submitted products, based on the provided documentation and compliance with stated standards.

B. SPECIFICATIONS / DESCRIPTION OF REQUIREMENT

1. Sole Brand Compatibility Justification: The DLM DM Series Mechanical Dock Leveler is the designated replacement model required to match the existing facility infrastructure. The DM Series utilizes a self-contained, spring-balanced mechanical system that integrates directly into the current pit dimensions (±1/8” tolerance). Selecting this model ensures full operational compliance with the existing concrete pit and rear curb steel without the need for structural modifications or utility upgrades.

2. The facility will obtain new Mechanical Pit-Mounted Dock Levelers that must meet or exceed the following criteria:

a. Manufacturer: The DM Series is typically sold through industrial equipment distributors (i.e. FS Industries, or L.K. Goodwin Company).

b. Series: DM Series Mechanical Dock Leveler

c. Type: Mechanical, pit-mounted

d. Operation: Manual pull-chain activation with a walk-down release mechanism

e. Condition at Delivery: Completely assembled and ready for installation

3. Structural & Mechanical Features. The unit must possess:

a. A structural steel box frame with four sides

b. A high-tensile safety treadplate deck

c. An automatic positive lip extension mechanism

d. A Cam Control counter-balance spring assembly

e. A robust hold-down mechanism with extended float

f. A maintenance strut with a lockout feature

g. Two laminated dock bumpers

h. Grease fittings and serviceable parts

i. Night lock and cross-traffic support capability

4. Dimensional & Capacity Requirements

C. QUALITY ASSURANCE

1. Each DM Series Mechanical Dock Leveler must include:

a. A minimum one (1) year manufacturer's warranty

b. Coverage of structural components

c. Coverage of mechanical components

d. Coverage for freight and replacement parts

e. Labor coverage for warranty service as per manufacturer's terms (if relevant)

2. Warranty information must be provided upon delivery.

3. All products must comply with ANSI MH30. 1 safety standards.

D. DELIVERY

1. The units must be delivered fully assembled, and free from any shipping-related damage upon arrival.

2. All necessary installation manuals, technical drawings, and maintenance documentation must be included with the shipment.

3. Delivery hours for the vendor are 7:00 AM to 2:00 PM, Monday through Friday, excluding weekends and federal holidays. Any delivery required to be completed at any other time than noted above must be re-scheduled accordingly.

4. The Facilities Department will assign a staff member authorized to receive or sign for any deliveries made to the site. At no point will a Bureau of Prisons (BOP) staff member receive or sign for a delivery if the vendor or his/her representative is not present to verify and accept the delivery.

5. The location of the delivery or drop-off site shall be coordinated accordingly with the Institution’s point of contact (POC) assigned to receive the delivery. Access to the site will be available during normal working hours except during emergencies.

6. The vendor shall be responsible for providing their own means of loading and unloading for the equipment.

7. Delivery will be freight dock to facilities dock with no additional freight charges all liability and coverage for equipment during transit is on vendor.

E. ACCEPTANCE CRITERIA

1. Upon delivery, equipment will be deemed acceptable when:

a. It is installed and fully operational without any mechanical issues.

b. The lip extends and retracts correctly.

c. The deck floats properly under load simulation.

d. All safety features operate as designed.

e. There are no structural flaws.

F. SAFETY

1. The delivery staff from the Vendor must adhere to general safety protocols while operating within the FCI Sheridan premises.

2. FCI Sheridan disclaims responsibility for any safety incidents caused by the Vendor's delivery team during the transportation and unloading of equipment.

G. STANDARD REQUIREMENTS AND TERMS

1. Standard Compliance: Every unit is manufactured in strict compliance with ANSI MH30.1

(American National Standard for Safety Performance and Testing of Dock Leveling Devices) and OSHA safety regulations.

2. Submittals: The vendor is obligated to supply all necessary documentation, including a Commercial Invoice, Packing List, Certificates of Compliance, Installation Manuals, Warranty Information, Safety Data Sheets (SDS), and Test and Inspection Reports when applicable.

3. Warranty:

a. Base Warranty: Covers all structural and mechanical parts, as well as freight and labor charges, for a period of one (1) year.

b. Structural Warranty: Includes an additional nine (9) year pro-rated warranty specifically for structural components.

c. Effective Date: Upon the completion of installation or on the 60th day after shipment, whichever occurs first.

4. Quote Validity: Submitted quotations must remain valid for a period of no less than thirty (30) days from the closing date of the Request for Quote (RFQ).

5. Invoicing: Invoices shall be submitted to the address specified in the final Purchase Order.

6. System for Award Management (SAM): All contractors must be registered in the System for Award

Management (SAM).

H. SUBMISSION INSTRUCTIONS:

1. Quotations shall be submitted electronically to SHE-Facilities-S@bop.gov as a single PDF document. The email subject line must include the RFQ (Quote) Number.
