About this file
This is a specification document for the procurement of an 800-gallon stainless steel pure water tank system for Norfolk Naval Shipyard (NNSY).
The tank shall be a horizontally oriented cylindrical vessel with elliptical end caps, constructed from Grade 316 stainless steel with a minimum plate thickness of 5/16 inch. The tank assembly includes a carbon steel or stainless steel saddle base with integral lift lugs, fork lift tubes, and a main assembly base plate sized to support the fully loaded assembly without exceeding 400 lbs/ft² floor loading. The tank must fit within standard conex/sealand container dimensions (passing through 92-inch width and 89-inch height door openings). Design specifications include a 30 psig design pressure, 29 inches Hg vacuum capacity, 20 psig maximum operating pressure, 60 GPM flowrate via suction connections, and design temperature range of -20°F to 120°F ambient. The tank interior surface finish must achieve 32 Ra microfinish or better, with all welds free of undercut and spatter. The tank incorporates seven piping assemblies: two drain/suction lines (1½ inch SCH 40), one sample line (3/8 inch), one fill line (2 inch), one relief valve discharge line (1 inch), one nitrogen supply/makeup air line (1 inch), one relief valve assembly connection (1 inch), and one vent assembly (2 inch). All piping uses seamless Grade 316 stainless steel with full port ball valves and appropriate end fittings (camlock or flare connections). The tank is equipped with continuous level and temperature monitoring via a Temposonics/MTS liquid level sensor with RTD, displayed on Precision Digital process meters mounted in a NEMA 4 rated enclosure, along with a compound pressure gauge. Lift lugs must meet ANSI N14.6-1993 requirements and withstand 3:1 yield and 5:1 ultimate load factors, with certification of drop weight or Charpy impact testing and pre/post load test magnetic particle or liquid penetrant inspections. All fabrication, welding, and testing must comply with ASME Boiler and Pressure Vessel Code Section VIII Division 1, with full penetration welds subject to liquid penetrant inspection. The vendor must conduct hydrostatic pressure testing to 33±2 psig for 30 minutes, calibrated fill to 90% capacity, level sensor validation, temperature detector operational checks, and weight certification of the empty and 90%-full assemblies. All fluid-contacting materials and components must meet MIL-STD-2041 detrimental material and MIL-STD-767 cleanliness requirements, with mercury exclusion certification required. The specification prohibits cadmium plating, brass/bronze components (without written NNSY approval), oil-based cutting fluids, power-driven wire brushes, and certain coating colors. Formal NNSY approval via signature is required for tank assembly drawings, coating systems, lubricants for moving parts, use of non-dedicated forming equipment, and any deviations from specified components. The vendor must provide comprehensive documentation including mercury exclusion certification, all NDT and load test reports, hydrostatic test results, calibration data, weld certification, equipment operating manuals, rigging diagrams, tank assembly drawings with material lists, and lubricant specifications with Safety Data Sheets.
