The contractor must provide all spreader bars, slings, and shackles with current certification tags for balanced lifting of the 29-foot aluminum survey launches. The mobile crane operator must be NCCCO certified (or equivalent), and a pre-lift safety briefing (Tailgate Meeting) will be conducted with the ship's Chief Boatswain or Deck Department head prior to the first lift. The deliverable is the successful placement of both HSL 2904 and HSL 2903 into their respective shipboard cradles/davits.

Statement of Work (SOW) Project Title: Mobile Crane Services for NOAA Ship Thomas Jefferson (S222) – HSL Loading Date: March 10, 2026

1.0 Background

The NOAA Ship Thomas Jefferson requires shore-based heavy-lift services to load two Hydrographic Survey Launches (HSL 2903 and HSL 2904) onto the vessel. Due to the weight of the launches and the required reach to clear the ship’s beam and outboard side, a mobile crane with specific load-chart capabilities is required.

2.0 Scope of Work

The Contractor shall provide one (1) mobile crane, a certified operator, and necessary rigging to perform two (2) separate lifts at the pier-side location of NOAA Ship Thomas Jefferson.

• Lift 1 (HSL 2904): Lift HSL 2904 (approx. 16,000 lbs) from the outboard (water) side of the vessel, transit the load over the ship’s deck/superstructure, and place it into its designated port-side davit.

• Lift 2 (HSL 2903): Lift HSL 2903 from the pier or water and place it into its designated starboard-side davit.

3.0 Technical Requirements

• Capacity: The crane must be rated to lift a minimum of 16,000 lbs at a radius of 80–100 feet.

• Rigging: The contractor shall provide all spreader bars, slings, and shackles required for a balanced lift of a 29-foot aluminum survey launch. All rigging must have current certification tags. The ship has specific bridal and lifting rings that work with Henrickson hooks that can be used in case of rigging incompatibilities.

• Safety: The operator must be NCCCO certified (or equivalent). A pre-lift safety briefing (Tailgate Meeting) will be held with the ship’s Chief Boatswain or Deck Department head prior to the first lift.

4.0 Schedule and Location

• Date: March 25, 2026.

• Time: Equipment must be on-site and set up for a 0800 (8:00 AM) start.

• Location: NOAA Marine Operations Center – Atlantic;

o 439 W York St, Norfolk, VA 23510

5.0 Deliverables

• Successful placement of HSL 2904 and HSL 2903 into their respective shipboard cradles/davits.
