About this file
This is a Statement of Work (SOW) for a Simplified Acquisition Procedures (SAP) Construction Blanket Purchase Agreement (BPA) for minor construction projects at Naval Surface Warfare Center Crane Division and Lake Glendora Test Facility in Indiana. The contract requires the contractor to provide comprehensive management, labor, materials, equipment, and environmental controls for simultaneous maintenance, sustainment, upgrades, remodeling, repair, and minor construction projects, with a scope that includes field surveying, geotechnical sampling, hazardous material testing, engineering analysis, and energy computations.
The BPA will predominantly award firm-fixed-price calls, with the government using a best value tradeoff process for each individual task. Contractors will be evaluated on their ability to meet quality standards and delivery requirements, with potential suspension or removal from the program for unsatisfactory performance. The work will involve complex projects requiring multiple disciplines, and contractors must comply with numerous federal, state, and local regulations, including safety, environmental, and installation access requirements. Contractors will need to provide detailed submittals, maintain strict quality control, manage waste, handle potential hazardous materials, and provide warranty management throughout the project lifecycle.

The purpose of this effort is to provide a scope to define the Simplified Acquisition Procedures (SAP) Construction Blanket Purchase Agreement Program (BPA) for minor construction projects. The Contractor(s) shall provide all management, labor, material, equipment, transportation, supervision, and environmental and quality controls, to accomplish simultaneous (up to five) maintenance, sustainment, upgrades, remodeling, repair, and minor construction projects at the following locations:
Naval Surface Warfare Center Crane Division (NSWC) and/or Lake Glendora Test Facility.
In addition to standard maintenance, sustainment, upgrades, remodeling, repair, and simplified acquisition threshold (SAT) as defined per 10 U.S. Code 3571 the following are considered within the scope of this contract:
Field surveying of sites to document existing conditions (e.g. utilities, grading, sidewalks, etc.), and mapping of new site conditions required to update GIS (geographical information system).
Geo technical sampling/boring at potential work sites; analyzing the samples and providing test reports providing test reports to the Government in determining soil-bearing capacity of a given site, or if any contaminants are found. Depending on the outdoor area where soil excavation and removal activities are occurring, there is the relatively low potential for buried radioactive commodities (typically Nuclear Regulatory Commission (NRC)-exempt or NRC Generally-Licensed) or radiological contamination in the soil. Reports shall be submitted to the Contracting Officer’s Representative (COR) via Contract Data Requirements Listing.
Sampling and testing of potential existing hazardous construction materials (e.g. lead paint, flooring mastic, pipe insulation, etc.). Radiological contaminants or commodities such as smoke detectors (Am-241) or tritium exit signs may be encountered within building going through renovations. Providing test reports to the Government documenting materials sampled. Reports shall be submitted to the COR via.
Performing and providing engineering analysis and evaluations to determine the structural or electrical capacity to support mission equipment.
Providing energy computations for infrastructure solutions including: energy or thermal performance of wall and roof systems; projecting energy performance of new systems (e.g.
new boiler, air handling unit (AHU), hot water heater, etc.)
Work performed under this contract will be complex in nature, and require multiple disciplines working simultaneously to include as necessary. All such work shall be accomplished in strict accordance with all applicable Navy and local instructions, processes, and procedures and applicable building and life safety code requirements.
All policies, procedures, instructions, regulations, etc. outlined herein are to be adhered to by both the Prime Contractor and Subcontractor employees during the performance of a resultant BPA call.
