STATEMENT OF WORK (SOW)

Project Title:

6BT Engine Overhaul or Replacement for TA-35 Tow Tractor

1. Introduction

This Statement of Work (SOW) outlines the requirements for the overhaul or replacement of a 6BT 5.9L engine (Serial Number: 44308086) used in a TA-35 tow tractor. The work includes two options:

1. Option 1: Rebuild the existing engine.

2. Option 2: Replace the existing engine with an already rebuilt engine.

The work will include the removal of the current engine, installation of a new or rebuilt engine, and the transfer of components from the old engine to the new engine as needed. The engine will also require a new oil cooler. All work will be performed at USCG Air Station Kodiak and is scheduled to be completed 12 weeks after award.

2. Objectives

• Remove the existing 6BT engine from the TA-35 tow tractor.

• Provide two options for execution:

o Option 1: Rebuild the existing engine, including cylinder repairs and replacement of defective components.

o Option 2: Replace the existing engine with an already rebuilt engine.

• Install the rebuilt or replacement engine into the TA-35 tow tractor.

• Transfer components from the old engine to the new/rebuilt engine as needed.

• Replace oil cooler.

• Conduct functional testing to verify proper operation of the engine.

• Provide documentation of the process, including diagnostics, repairs performed, and recommendations for future maintenance.

3. Scope of Work

The contractor shall:

• Travel to Air Station Kodiak Alaska: Ensure all logistics are coordinated for the engine replacement or overhaul process.

• Engine Removal:

o Remove the existing 6BT engine (Serial Number: 44308086) from the TA-35 tow tractor.

o Prepare the engine for either overhaul or replacement.

Option 1: Rebuild the Existing Engine

• Disassemble the engine to the bare block.

• Inspect all components for wear, damage, and defects.

• Send the engine block to a machine shop for cylinder repairs (including damage to #5 and

#1 cylinders).

• Replace the oil cooler with a new unit.

• Replace or repair defective components, including bearings, gaskets, pistons, and other critical parts.

• Reassemble the engine using repaired or replacement components.

Option 2: Replace the Engine with an Already Rebuilt Engine

• Install a rebuilt 6BT engine that meets manufacturer specifications.

• Transfer components from the old engine to the rebuilt engine as needed (e.g., mounting brackets, accessories).

• Replace the oil cooler with a new unit.

• Reinstallation and Testing:

o Install the rebuilt or replacement engine into the TA-35 tow tractor.

o Conduct functional testing to ensure proper operation of the engine.

• Documentation:

o Provide a detailed report of the process, including diagnostics, repairs performed, parts replaced, and recommendations for future maintenance.

4. Tasks and Deliverables

Task 1: Pre-Work Coordination

• Coordinate logistics (travel, accommodations, workspace setup) with USCG Air Station Kodiak.

Task 2: Engine Removal

• Remove the existing engine from the TA-35 tow tractor.

• Inspect the engine and determine the appropriate option (rebuild or replacement).

Task 3: Execution of Option 1 or Option 2

• Option 1: Rebuild the existing engine, including cylinder repairs, replacement of defective components, and reassembly.

• Option 2: Replace the existing engine with an already rebuilt engine, transferring components as needed.

Task 4: Engine Reinstallation and Testing

• Install the rebuilt or replacement engine into the TA-35 tow tractor.

• Conduct functional testing to ensure proper operation.

Task 5: Documentation and Reporting

• Provide a detailed report of the process, including diagnostics, repairs performed, parts replaced, and recommendations for future maintenance.

Deliverable: Detailed report and confirmation of successful engine operation.

5. Period of Performance

The work is scheduled to begin within 3 weeks of the award and be completed by 12 weeks after award Pre-work coordination will commence upon contract award, and post-work reporting is expected by 14 weeks after award.

6. Place of Performance

The work will be performed at USCG Air Station Kodiak.

7. Responsibilities

Contractor:

• Provide qualified personnel to perform the engine overhaul or replacement.

• Ensure all repair and reassembly procedures meet manufacturer specifications and safety standards.

• Manage all aspects of travel and logistics for their team.

• Deliver all documentation and reports as outlined in this SOW.

USCG Air Station Kodiak:

• Provide access to facilities and equipment.

• Facilitate coordination with relevant personnel to support the activities.

• Ensure timely feedback and communication throughout the process.

8. Acceptance Criteria

• Successful removal, repair/replacement, reassembly, and reinstallation of the 6BT engine.

• Successful functional testing and operational verification of the engine in the TA-35 tow tractor.

• Submission of all deliverables (report) within the specified timelines.
