Statement of Work Custom Test Fabrication, Onsite Support, SQRL IV

1 BACKGROUND

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) National Center for Explosives Training and Research (NCETR) is located on Redstone Arsenal in Huntsville, Alabama. NCETR staff conduct research in support of enhancing the prosecution of explosives cases to serve ATF and the larger law enforcement community, improving the safe disposal of explosives, and improving the safe storage of explosives. NCETR maintains several laboratory facilities on Redstone Arsenal in support of the explosives research mission.

1.1 ORGANIZATION

The National Center for Explosives Training and Research (NCETR) is located on Redstone Arsenal, Huntsville, AL. (Madison County). NCETR’s main facility is home to the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) explosives training and research programs.

The NCETR facility maintains proprietary control of approximately 1,000 acres of land that is comprised of one training and research building containing three laboratories and three explosive range complexes, which contain additional classrooms and laboratories. These ranges and laboratories possess assets that are a unique resource in the mission against explosive-related crime and the counter-improvised explosives device effort.

1.2 SCOPE

The objective of this contract is to provide labor for onsite personnel support for the test execution phase, and for custom pre-test fabrication for the SQRL IV Test Structures.

1.3 OBJECTIVE(S)

The objective of this requirement is to provide ATF with pre-testing fabrication of custom CMU buildings, as well as onsite personnel to support the quick and efficient fabrication of custom test articles during the SQRL IV testing.

2 REQUIRED TASKS

The following phases will constitute the scope of work.

Phase 1: Site Prep

• Removal and disposal of wooden decking.

• Relocation of sand from the Blast house area to a dump area nearby within range.

• Demolition and removal of (1) existing CMU building.

• Extend foundation of existing CMU by 1’ around

• Pouring of (4) new CMU foundations o 2 will match elevation of existing CMU foundation o 2 will match elevation of existing Blast House

• Pouring of (2) new Concrete Pads around these (2) sets of CMU foundation pad.

Overall area of each pad is (75’ x 37’) with the 3 foundations in each pad area.

• Gravel base then 6” pad poured (with reinforcement) to be able to withstand machinery weight, without cracking.

Phase 2A: Fabrication

• Fabrication of (5) CMU buildings 13’4” x 13’4” x 10’ (exterior dimension)

• Building Matrix:

• All Finished buildings will have the following overall requirements.

o Must include (20) 1” Holes drilled through CMU all around.

o No Lintel over doors or vent opening.

• The 3 wooden roof buildings will include 50% overage of roof material for repair during testing

Phase 2B: Daily Labor (During Testing), Each Day:

• (2) ATF Cleared Technicians onsite during testing for reset / repair of roofing or other Cell needs for a time frame of 120 hours

• Between shots, wood framed elements will be repaired to the greatest extent possible to allow re-use of test structures for multiple shots

• Work will be completed between tests in an expedited fashion to maintain schedule.

Phase 3: Demolition

• Demolition and removal of a minimum of (2) and upwards of (5) existing CMU buildings.

• Clean pad and surroundings of any material and debris.

Phase 4: Rebuild

• Price each CMU # 1-5 individually as an option to build

2.1 Estimated timeline is as follows:

Please keep in mind that the timeframe may shift right or left depending on weather and range availability.

2.2 All construction supplies and materials will be provided by the Contractor, including all tools and equipment necessary to quickly and efficiently perform the custom test fabrication, brooms, flat shovel for debris pickup, garbage cans for moving debris to Dumpster Area, Generator, Chairs or any Personal Items including lunches and drinks.

The Government will provide Dumpsters and onsite Port-A-Toilets.

2.2.1 Throughout the day between test shots, it will be necessary to replace plywood on ceiling if needed, and / or fix framing issues. These repairs must be performed with accuracy and precision, with no additional nail holes.

2.2.2 Clean the entire interior floor and exterior test area are of debris between shots.

2.2.3 Downtime should be anticipated during shots and throughout the day. Contractors should remain available onsite during downtime and prepared to execute test fabrication when the need arises.

2.2.4 The contractor shall provide all parts and tools to successfully, efficiently, and quickly complete the custom test fabrication required by the Government.

Test Structures will be constructed per the plan views as follows in Figure 1.

3 DELIVERABLES

The contractor shall ensure the accuracy, completeness, professional quality, and overall compliance with government guidelines/requirements of the deliverables.

3.1 The contractor shall provide the following:

It is the contractor’s responsibility to; provide sufficiently educated/trained staff to perform the requirements of this contract and; to ensure an adequate level of support is maintained at all times.

The place of performance will be at ATF’s McKinley Delta Range, Blast House; located at Redstone Arsenal, Huntsville, AL.

8 OTHER CONSIDERATIONS

Not applicable.

8.1 TRAVEL

Not applicable.

8.2 SECURITY

No background investigations are required. However, any representative from the contractor company who is required to visit the NCETR facility will be subject to police records check to gain access to Redstone Arsenal and the ATF NCETR facilities. Access to Redstone Arsenal, AL is required to complete this task.
