About this file

This Statement of Work (SOW) details the National Institute of Standards and Technology's (NIST) requirement for a multichannel Phase-Locked Loop (PLL) system for an inertial balance system to disseminate mass measurements less than 1 milligram. The technical specifications are extensive, requiring a system with 4 phase-locked loop control circuits, minimum 50 kHz bandwidth, frequency accuracy of 2 ppm or better, sub-ppb frequency stability, external frequency reference input, 4 PID control loop circuits, multiple voltage and current inputs, APIs for LabView/Python/C, AC signal outputs, demodulators, oscillators, and advanced signal processing capabilities.

The contract specifies performance at NIST's Gaithersburg, MD location with a 6-week delivery period after receipt of order (ARO). Acceptance involves visual inspection, performance testing, and government quality assurance testing. Payment is contingent upon successful installation, completion of testing requirements, and demonstration that the instrumentation meets all specified performance criteria. The deliverable is a single physical hardware and software system, with the government reserving the right to reject items that do not meet technical specifications, giving the vendor 10 working days to remedy any deficiencies.

STATEMENT OF WORK

Phased Locked Loop System

PURPOSE:

The National Institute of Standards and Technology (NIST), Physical Measurement Laboratory

(PML), Quantum Measurement Division (QMD), NIST Mass and Force Group, Small Mass and

Force Metrology Project require a multichannel Phase-Locked Loop (PLL) for an inertial balance system to disseminate mass less than 1 milligram. The system will monitor the output of an optomechanical oscillator and actively control the signal sent to the oscillator to maintain resonance while measuring the output frequency.

TECHNICAL SPECIFICATIONS:

Specifications for the PLL are listed below:

• System must provide a minimum of 4 phase-locked loop control circuits with a minimum 50 kHz bandwidth.

• System must provide frequency accuracy of 2 ppm or better upon receipt.

• System must provide sub-ppb frequency stability at less than 1 minute averaging.

• System must provide for input of external frequency reference.

• System must have 4 PID control loop circuits.

• System must have 2 voltage inputs ( at least 14 bit resolution) and 2 current inputs with variable gain.

• System must have an input bandwidth from DC to at least 50 MHz.

• System must include APIs for labview, Python and C.

• System must have 2 AC signal outputs with bandwidth of at least 50 MHz.

• System must have at least 4 additional voltage inputs capable of measuring -10 to 10 V operating at at least 1 MHz, 2 additional voltage inputs capable of outputting -10 to 10 V at 300 KHz, and 16 channel bidirectional digital IO.

• System must have at least 5 demodulators.

• System must provide at least 5 independent oscillators to control output voltages.

• System must provide lockin amplifier capability to measure in-phase, quadrature, magnitude and phase of input signal.

• System must provide for AM and FM modulation and demodulation.

• System must provide capability for parameter sweeps, oscilloscope, frequency spectrum analyzer and data acquisition for all signals.

• Must include flexible signal routing to internally route signals from inputs, demodulators, oscillator frequencies, etc. to analog outputs.

• Hardware and software must meet the following IT security requirements:

PLACE OF PERFORMANCE

NIST

100 Bureau Drive

Gaithersburg, MD 20899

PERIOD OF PERFORMANCE

6 weeks ARO.

Inspection & Acceptance In addition to the inspection and acceptance terms articulated in the specific FAR clause that allows the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

1. Phase-locked loop will be tested by connecting voltage output directly to unit input to control loop and controlling at zero phase angle while measuring frequency.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST POC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 10 working days of the receipt of the equipment unless otherwise indicated above. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

SCHEDULE OF DELIVERABLES

Define all deliverables and indicate (1) the quantity desired; (2) the format in which each deliverable is to be supplied; (3) the delivery date (based on the number of weeks/days); (4) the place of delivery. The context of each deliverable shall be clear. Keep in mind that every task does not require a deliverable. Deliverables are always tangible items (i.e., report, minutes, etc.)

Complete the table providing the information for all the tasks identified above. Add/delete cells as needed.

Deliverable Number Description Format Due Date

Quantity

CLIN0001 Provide PLL system meeting above technical specifications

Physical hardware and software

6 weeks ARO 1

Standards of Acceptance: The NIST TPOC shall review all the above deliverables and respond with an acceptance or request for revision email to the Contractor Point of Contact (POC) within 10 working days of receipt. This section applies to deliverables which must be reviewed and approved for acceptances (e.g., draft plans, drawings, etc.) If the item does not meet the technical specifications above upon testing, the government will return the item with written comments documenting the deficiency. The vendor will then have 10 working days after receipt to remedy the deficiencies.

VI. PAYMENT SCHEDULE

The Contractor will be paid, in accordance with the payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice.

Example language – Delete or revise as appropriate.

1. 100% after installation and acceptance by the POC of fully installed system, AND

2. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND

3. After successful demonstration by the instrumentation that it performs in accordance with the requirements set forth in this document.
