About this file

This Statement of Work (SOW) outlines a restoration project for log cabins at the Dellenbaugh Administrative Site within Parashant National Monument in Arizona. The project involves cleaning, inspecting, and refinishing approximately 8,900 square feet of exterior wood components across two log cabins, two carports, a breezeway, and railings. Specific tasks include media blasting damaged wood surfaces, treating exposed wood with preservatives, sealing cracks, applying stain (Perma-Chink Lifeline Ultra-7 Wood Finish in Chestnut), and adding a clear topcoat (Perma-Chink Lifeline Advance Clear Exterior Topcoat - Satin).

The project is located in a remote area of Northwest Arizona, approximately 90 miles south of St. George, Utah, at an elevation of 6,200 feet. The work must be completed by November 21, 2025, with strict requirements for site access, safety, and communication. Contractors must provide their own lodging, portable toilets, and a satellite communication device, and must navigate challenging road conditions. The site operates seasonally from April 15 to November 15, with temperatures ranging from 15°F to 100°F, and has limited amenities and infrastructure.

STATEMENT OF WORK

Restore Log Cabins Exterior Wood Components Apply Clear Coat Finish

Dellenbaugh Administrative Site

PMIS 316755

Parashant National Monument, AZ

PART - 1 – GENERAL

1.0 OBJECTIVE

This project involves inspection, cleaning, application of an exterior clear topcoat product and the restoration of selective exterior wood surfaces of two log cabins and their related wood components to ensure long-term preservation, weatherproofing, and aesthetic renewal.

These log cabins are located at the remote Dellenbaugh Administrative Site, were built in 1993, and are constructed from horizontal Lodgepole Pine Logs. The exterior of the log cabins and related components were media blasted, stained and a clear topcoat finish applied in 2014. The exterior wood surfaces of the log cabins, roof decks, railings, were inspected, cleaned and treated with a clearcoat finish in 2019.

Both projects utilized Perma-Chink Systems products (Lifeline Ultra-7 wood finish (Chestnut) and Lifeline Advance Clear Exterior Topcoat - Satin) that were applied in accordance with the manufacturer’s specifications.

To maintain compatibility with the existing exterior topcoat, Perma-Chink Systems products or equal, will be used to complete this project.

1.1 SCOPE OF WORK

This project is comprised of two components:

A. The cleaning and reapplication of clear coat sealer on approximately 8900 SF of logs, railings, spindles and associated wood components.

B. Visually inspect approximately 1215 SF of damaged wooden railing, spindles and support posts to identify any areas of dry rot or insect damage. Document findings and treat as required. Refinish all the damaged wooden railings, spindles and support posts to include removing the old finish utilizing the media blast method, low pressure cleaning, treating the newly exposed cleaned wood areas with a preservative, repairing vertical and upward facing cracks (chink), and applying the appropriate stain and sealer products.

C. Multi- Step Process For Refinishing

1. Inspection and Assessment – Evaluate condition of damaged areas and determine scope of refinishing.

2. Cleaning - Remove dirt, mold, mildew, and old finish to prepare the surface

3. Surface Preparation - Prepare the wood for treatments by smoothing and opening the surface for penetration.

4. Wood Preservation - Protect the wood from insects, decay, and UV damage

PARA PMIS 316755 08 14 2025

5. Chinking & Caulking - Seal vertical and upward facing cracks to prevent water intrusion.
