Propagating and Installing Plant Materials Provo River Delta Restoration Project
Fall Planting Statement of Work
1. INTRODUCTION
The Utah Reclamation Mitigation and Conservation Commission (Commission) is constructing the Provo River Delta Restoration Project (PRDRP) near the mouth of the Provo River where it flows into Utah Lake (Figure 1). Revegetation of restored riparian, wetland, and aquatic habitats is a key component of the PRDRP. More information on the PRDRP can be found at http://www.provoriverdelta.us/
2. PROCUREMENT PURPOSE
The purpose of this procurement is to acquire a contractor to propagate and install riparian and wetland plants needed for the revegetation efforts associated with the construction of PRDRP.
This procurement establishes a unit cost (cost per plant) for the propagation and installation of plants for the PRDRP as shown in Tables 1 and 2. Unit costs shall be inclusive of all costs associated with the propagation and installation of plants including but not limited to supplies, materials, equipment, labor and travel.
The Commission is responsible for reasonably preparing the site for installation (i.e. site will generally be cleared of existing vegetation, topsoil will be spread over the top from material salvaged during excavation, the site would be contoured so it looks natural, etc.). Plants shall be installed from October 1 to December 15 in the applicable year. The exact dates for planting each year will be determined cooperatively with the Commission and the contractor. The estimated quantities and size mix of plants for years 2022, 2023 and 2024 may be adjusted unilaterally by the Commission, by +/- 20%, before August 15th of the year prior to the date of installation or bi-laterally at any time prior to the date of installation.
Prior to installation, the contractor shall be provided a detailed map showing the zones in which each species will be installed and will receive on-site in person direction from the Commission and/or its consultants. Rooted plants shall generally be installed along linear water conveyance channels (approx. 150 plants per 0.1 mile) and grouped along margins of created/restored ponds and wetlands. The exact placement of plants, and schedule of the revegetation efforts will depend on completion of construction, species-specific requirements for plant propagation and establishment, and coordination with the Commission and/or its consultants and the consultant.
The approximate planting locations are shown in Figure 1 and the approximate overall project schedule is shown in Figure 2. Access to planting areas will generally become more difficult as the restoration project features are constructed. The project area will become more saturated after the project is connected to the lake and the river is diverted. Access to the perimeter of planting areas by vehicles or ATV’s will generally be available from the south from the construction access road, from the east from a mowed access path on north and east side of the project area. Although the main flow of the Provo River will not be diverted into the project area until November 2022, accessing planting areas on the interior of the project may still require crossing inundated wetlands and excavated channels, some up to 6 feet in depth.

3. REQUIREMENTS
Task 1 – Propagation of Plant Materials
The Contractor shall Provide the following:
1) Collect plant materials which are genetically the same as or similar to the PRDRP projects riparian and wetland community in which they will be installed. To maintain the genetic integrity of the local plant community, plant materials shall be collected within a 100-mile radius of Provo City in Utah County, UT (preferably from the Provo River watershed if possible). Plant materials shall be collected from areas with an elevation ranging between 4200 and 7000 feet above mean sea level. The selected contractor shall submit a completed Table 3 prior to plant delivery documenting origin of plant materials with regard to elevation and location. Plant materials may be inspected by the Commission at the contractor’s nursery site and at the project site upon delivery. The Commission will schedule in advance inspections at the contractor’s facilities. Materials deemed UNHEALTHY by the Contracting Officer’s Representative will not be accepted.
2) Propagate and maintain plants in a healthy condition until needed by the Commission for installation;
Task 2 – Installation of Plant Materials
The Contractor shall provide the following:
1) Ensure delivery of plant materials to the project site in a timely manner.
2) Provide all labor, materials and equipment needed to install propagated plants.
3) Install plants at locations directed on-site by the Commission or its consultant.
4) Make recommendations to the Mitigation Commission or its consultant that will ensure/enhance plant survival and growth.
IMPORTANT NOTES
• It is the responsibility of the contractor to maintain healthy plants up to the point in which plants are installed according to the specifications. In order to maintain healthy plants during the installation phase of the project, it may require the contractor to deliver plants over a period of several days. All costs associated with plant delivery shall be included in the unit prices quoted.
• Payment will be based on quantity of plants ACCEPTED by the Government.
Inspection by the Government to be performed at the nursery where plants are being propagated and on-site during the installation phase. Plants must be HEALTHY in the opinion of the Commission.
• The estimated quantities of plants for years 2022, 2023 and 2024 may be adjusted unilaterally by the Commission prior to August 15 of the year prior to the date of installation or bi-laterally at any time prior to plant installation. The Mitigation Commission may also wish to delay planting from the October 1 to December 15th timeframe to the spring of the following year.
• See solicitation/contract for dates regarding option periods and associated growing timeframes per period.
• The PRDRP project is generally accessible by 4x4 truck but ATVs may be required to access some planting locations. Access will become more difficult as project features are constructed. Even under pre-project conditions the project area can be very wet depending upon Utah Lake levels, flows in the Provo River and water table.
