About this file

This Statement of Work (SOW) details a utility repair project for the Garden Key Waterfront at Dry Tortugas National Park. The project involves replacing damaged utility infrastructure caused by tropical storm events in Fall 2024, specifically focusing on repairing four critical systems: a diesel delivery line, gasoline fuel line, 208vac electrical feeders, and 120vac electrical lines. The work requires relocating these utilities to higher ground away from the shoreline, using new coaxial double-wall piping, and installing new conduits and electrical connections.

The project is to be completed within 45 days after contract award, with specific requirements including obtaining necessary permits from the Florida Department of Environmental Protection, submitting a detailed safety plan, and following strict environmental compliance guidelines. Contractors must navigate challenging logistics, including transportation to the remote location via ferry or seaplane, limited park housing for up to 6 crew members, and working within specified hours (8:00 am to 6:00 pm, Monday through Saturday). The project also requires careful planning for potential hurricane evacuations and adherence to strict safety and environmental regulations.

1. PARK INTRODUCTION

Almost 70 miles (113 km) west of Key West lies the remote Dry Tortugas National Park. This 100-square mile park is mostly open water with seven small islands. Accessible only by boat or seaplane, the park is known the world over as the home of magnificent Fort Jefferson, picturesque blue waters, superlative coral reefs and marine life, and the vast assortment of bird and aquatic life that frequents the area.

Fort Jefferson is a 19th century “Third System” coastal defense fortification located approximately 60 nautical miles west of Key West, Florida in the Gulf of Mexico. Military engineers began construction on the fort in 1846 and stopped before it was completed in 1874. It was part of an organized effort by the United States government beginning in 1817 to generate a system of national defense. Each of these coastal defense works were designed to contain artillery, garrisons, and magazines of which could defend against an attack until further reinforcements could be dispatched. Fort Jefferson represents one of the highest achievements of 19th century American military architecture and engineering and is one of the largest Third System forts constructed. The hexagonal fortification has three tiers and surrounds a parade ground with auxiliary structures and ruins.

2. PROJECT OVERVIEW

Multiple tropical storm events lashed the Dry Tortugas, Florida area and Dry Tortugas National Park in the Fall of 2024. Strong winds, heavy rains, and excessive tides damaged and scoured the southeastern facing shoreline of Garden Key over a three week period.

The southeast facing waterfront consists of the main government dock, numerous small boat finger piers, dock decks for access, the remnants of a Spanish-American War era dock / building foundation that was a coal refueling station for the U S Navy, underground electrical utilities, and storage farms for diesel and gasoline fuels for ongoing park operations with associated fuel delivery and distribution lines.

Severe erosion of the sand beaches behind the docks and over the associated utilities and assets from the tropical storms a.) unearthed and destroyed a section of the diesel delivery line that was used to deliver ship to shore fuel transfers to underground storage tanks, b.) unearthed and made useless a gasoline line transition sump box and ingoing / outgoing piping near the main government dock, c.) severed a conduited 208vac electrical line leading from a main dock circuit panel to the tank farm, and d.) severed a conduited 120vac electrical line from gasoline storage tanks and serving the gasoline dispensing station on the main government dock. This project replaces and returns to service the 4 utilities described above and damaged by the storms.

The diesel delivery line will be replaced from a point underneath the dock decking to a new transition sump at a distance of higher elevation and upland away from the beach, which provides a connection to new coaxial double wall piping to the tank farm.

DRTO Page 4 of 9

The gasoline pipe will be replaced and re-routed similarly to a higher elevation and upland away from the existing beach to a connection point at a new transition sump with existing piping not damaged by the storms.

The damaged 208vac feeders from the main dock circuit panel to the tank farm will be replaced completely.

The damaged 120vac electrical line from the dock dispenser will be removed from the dispenser connection to a new sump connection at a point on higher ground where pipe integrity was not compromised by the storms.

4. OTHER CONTRACTOR REQUIREMENTS

• Prices shall be presented in a Schedule of Values form to facilitate pricing analysis for

Proposal. The sum of the total construction cost on the Schedule of Values shall be equal to the proposal price.

• A Contractor Safety Plan is required for this project. Refer to the Safety and Environmental Compliance Section of this document.

5. GOVERNMENT FURNISHED PROPERTY, MATERIALS & SUPPLIES

None anticipated.

6. SITE VISITS

Due to the remote location, specific site logistics, and challenging working conditions of any project at the Dry Tortugas, a site visit may be required at the contractor’s discretion prior to submission of the proposal. Site visits can be used to collect or verify measurements and quantities, quantify materials, establish construction methods, and to have site familiarity.

Site visits shall be organized by the COR assigned to the project under this SOW. The NPS reserves the right to limit site visits to those which the CO or the COR determines to be sufficient.

Site visits prior to award will not be reimbursable by the government.

Transportation to Dry Tortugas is offered daily by two separate commercial operations:

Yankee Freedom III ferry; roughly 2.5 hours each way, 0800 departure from Key West to Dry Tortugas and a 1430 departure from Dry Tortugas to Key West. Key West Seaplane Adventures offers multiple seaplane departures from Key West to Dry Tortugas daily. Travel time is roughly 45 minutes each way.

Ferry – www.drytortugas.com and 305-294-7009 (contractor rates are available) Seaplane – www.keywestseaplanecharters.com and 305-293-9300 (contractor rates are available)

Contractor may coordinate transportation of construction materials and supplies with the park staff, pending availability and schedule of park vessel.
