Statement of Work (SOW)
Facility Fencing Project
USDA – NCAH
1920 Dayton Avenue
Ames, Iowa 50010
Project Requirements:
The USDA National Centers for Animal Health, 1920 Dayton Avenue, Ames, IA 50010 has three Animal Resource Unit locations that need new fencing and concrete support areas. Fencing, posts, and concrete foundation are failing and become a containment and animal safety issue. These requirements are needed to support animal welfare at the USDA-NCAH location.
BASE BID:
Field Barn 234 Pasture:
This area is located on the northern section of the campus.
• The contractor shall remove approximately 750 linear feet of existing field barn pasture fence materials (fabric, strands, posts, lumber, and concrete).
• The holes from the removed posts and footings shall be filled and compacted to even grade, if existing post hole are not used.
• The removed fencing material, posts, and footings shall be removed and placed near the job site at a location determined by the USDA Contracting Officer’s Representative.
USDA will be responsible for the decontamination of the removed materials.
• The new fencing shall be installed in the existing location as per the attached drawing.
• The contractor shall provide all labor and material to install approximately 750 linear feet of 5’ high, 12 gauge minimum galvanized 2” x 4” x 48” woven wire fencing with three strands of 12 ¾ gauge minimum barbed wire.
• The installed woven wire fence shall not exceed 2-inch spacing from the ground. One strand of barbed wire installed 1 inch below bottom of woven wire fence, one strand of barbed wire 2 inches above top of woven wire fence, and one strand of barbed wire 6 inches above top of woven wire fence.
• The contractor shall also use new wooden pressure treated posts set in 3’ deep concrete footings.
• The corner/end posts, Gate Hinge Post, and posts in the center of long runs shall be 8-inch round minimum and line posts shall be 6-inch round minimum.
• Post spacing not to exceed 10 feet on center. Each corner post and the center post of long runs shall be braced with 6-inch by 6-inch pressure treated lumber at 45-degree angles.

• The contractor shall remove and reinstall the three existing metal gates at their current locations. (See attached drawings.)
• Coordinate all downtime with the USDA for this area of work.
• All existing storm intakes/utility holes/utilities shall be maintained and protected during construction as they are.
Contractor shall verify actual dimensions. Contractor shall perform locates in this area for underground utilities that may interfere with the installation of the new concrete pad.
Contractor shall take any-and-all precautions necessary to not damage surrounding campus areas, construction, utilities, and finishes including areas not noted to be in the concrete and paving scope. Any areas, including pavement, utilities, grass, or prairie land that is disturbed by Contractor’s work shall be fixed to match existing construction and finish.
Option #1
Field Barn 232 & 233 Animal Alleyways:
The area is located to the central portion of campus.
• The contractor shall remove approximately 511 linear feet of existing fence materials (fabric, wire strands, and posts with concrete) and replace with new as per attached drawings and specifications. The removed fencing material, posts, and footings shall be removed and placed near the job site at a location determined by the USDA Contracting Officer’s Representative. USDA will be responsible for the decontamination of the removed materials. Concrete shall be removed/hauled off site to an approved location.
• The contractor shall remove existing concrete slab and curbs and replace with new as per attached drawings and specifications. (Approximately 5,933 ft².)
• The contractor shall provide/install 2 126” H X 144” W X 144” D green polyethylene plastic corral hoop shelters at the south end of each fenced animal run. Shelter shall attach with ratchet tie tensioning devices. Minimum three per side to attach to top of fence panels.
• Coordinate all downtime with the USDA for this area of work.
• All existing storm intakes/utility holes/utilities shall be maintained and protected during construction as they are.
• Contractor may use USDA crushed concrete onsite as new base if needed.
• All existing storm intakes/utility holes/utilities shall be maintained and protected during construction as they are.
• See attached specifications and drawings for all requirements and information related to this location.
• Use figured dimensions on the plans in place of sealing. Before ordering any material or doing any work, the CONTRACTOR shall verify all measurements at the site and shall be responsible for the correctness of same. No extra compensation will be allowed on account of differences between actual dimensions and the measurement as shown on the Drawings; any difference which may be found shall be submitted to the COR for consideration before proceeding with the work.
Contractor shall verify actual dimensions. Contractor shall perform locates in this area for underground utilities that may interfere with the installation of the new concrete pad.
Contractor shall take all precautions necessary to not damage surrounding campus areas, construction, utilities, and finishes including areas not noted to be in the concrete and paving scope. Any areas, including pavement, utilities, grass, or prairie land that is disturbed by Contractor’s work shall be fixed to match existing construction and finish.
Contractor is responsible for all underground obstructions, infrastructure, and utility locates prior to breaking any ground in this project.
Load/delivery tickets for concrete deliveries and debris removed from site shall be kept and turned over to COR and the end of the project.
Project Timeline:
All work will need to be scheduled with the Government’s representative. Contractor shall be given 180 days from the “Notice to Proceed” to complete the project.
General Requirements:
1.01 Work Restrictions & Conditions
A. Site Security Access
1. Access to the construction site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the main site entrance gate and always wear a contractor/visitor identification badge while on the site. The ID badges will be turned in at the end of the workday. A current government-issued identification with a picture ID is required for entry.
2. Access to each individual site shall be arranged by the Contracting Officer's Representative according to the schedule submitted by the contractor and approved by the Contracting Officer’s Representative. The contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal flow of visitor and employee traffic.
3. Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.
4. The Contractor shall use only the service roads and access routes approved by the Contracting Officer’s Representative.
5. Work shall be confined to the areas identified on the Drawings. Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project. Reasons included, but are not limited to, disease control and health requirements.
6. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.
7. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.
B. Work Hours: Regular work hours for the site are 7:00 AM to 3:30PM, Monday through
Friday, excluding Government holidays. Requests for exceptions to this schedule shall be made in writing 48 hours in advance and approved by the Contracting Officer's Representative.
C. Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires Contracting Officer’s Representative (COR) approval in advance. Make application to the COR at least 5 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements. Requests shall include the exact dates, hours, location, and purpose of the exception. If approved, the COR will coordinate access with the site security office.
D. Construct Work in stages to accommodate Owner’s use of premises during construction period. Coordinate construction schedule and operations with Contracting Office’s Representative (COR).
1. Access Schedule Work to minimize use of street barricades and detours.
2. Access Phases of construction are those indicated in Drawings.
E. Coordinate use of premises under direction of the COR. Contractor shall confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of Contract Documents, and shall not unreasonably encumber premises with construction equipment or other material or equipment.
1. Assume full responsibility for protection and safekeeping of items under this Agreement, stored on site.
2. Move any stored items, under Contractor’s control, which interfere with operations of
Owner or separate contractor.
3. Obtain and pay for use of additional storage or Work areas needed for operations.
F. Owner will occupy premises during entire period of construction for conduct of its normal operations. Coordinate with Owner’s Representative/COR in all construction operations to minimize conflict, and to facilitate Owner usage. Contractor shall always conduct its operations as to ensure least inconvenience to Owner.
1.02 Special Agreement Checks (SAC)
A. Use of Premises
1. Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the work is approved.
2. Keep driveways and entrances serving premises clear and available to the Government, employees, visitors, and emergency vehicles always. Do not use these areas for parking or storage of materials.
3. Limited parking may be available on the site away from each facility.
a. The contractor shall provide a list of intended employees to the Contracting Officer’s
Representative within three calendar days of task order award.
b. The contractor shall keep the list of employees up to date throughout the project in the event of employee separation and transfer.
B. Adherence to Security Policies and Procedures
1. The Contractor shall adhere to all Site, APHIS, and USDA security policies and procedures including Code of Federal Regulations Requirements, Standard Operating Procedures, Security Directives, Security Procedures, General Orders, Post Orders, and any applicable Government Policies and Procedures.
a. Failure to adhere to or violation of any above listed requirements, procedures, directives, orders and/or policies may result in criminal prosecution or contractor representative or contractor employee (violator) removal.
1.03 Intent of Contract Drawings
A. Government provided drawings, henceforth referred to as “Contract Drawings,” do not attempt to show complete details of building construction that may affect installation.
Government provided diagrams of proposed systems are for reference only and do not necessarily show physical arrangement of all equipment and/or maximum number of devices.
Minimum system requirements are shown.
B. Devices are shown diagrammatically only. System layout does not necessarily show maximum number of system components and should not be used for obtaining quantities for linear runs of conduits and wires.
C. Locations of existing and Government concept devices are approximate and may be distorted for clarity in representation.
1.04 Regulatory Requirements
A. The equipment materials, installation, workmanship, and operation shall conform to the most stringent applicable requirements of the most recent editions of the associated publications, in the below section and in the attached specifications unless otherwise noted:
1. National Fire Protection Association (NFPA)
a. NFPA 101 – Safety to Life from Fire in Buildings and Structures.
b. NFPA 1 – Uniform Fire Code
c. NFPA 5000 – Building Construction and Safety Code
2. Underwriters Laboratories, Inc. (UL)
a. Appropriate UL Standards
3. State and Local Building Codes as adopted by the Authority Having Jurisdiction (AHJ).
4. The Uniform Federal Accessibility Standards (UFAS)
5. Occupational Safety and Health Administration (OSHA)
B. All work shall be completed in accordance with the Iowa Statewide Urban Design and
Specifications (SUDAS) most recent edition. The SUDAS Standard Specifications are modified by the following additions. These are supplemental specifications, and they shall prevail over those published in the SUDAS Standard Specifications Manual.
1. Underground Facilities:
a. Shown or Indicated: The information and data shown or indicated in the Contract Documents with respect to existing Underground Facilities at or contiguous to the Site is based on information and data furnished to Owner by the Owners of such underground facilities, including Owner, or by others. Unless it is otherwise expressly provided in the Supplementary Conditions:
i. Owner shall not be responsible for the accuracy or completeness of any such information or data provided by others; and
ii. The cost of all the following will be included in the Contract Price, and Contractor shall have full responsibility for:
1. Reviewing and checking all such information and data.
2. Locating all Underground Facilities shown or indicated in the
Contract Documents.
3. Coordination of the Work with the Owners of such Underground
Facilities, including Owner, during construction.
4. The safety and protection of all such underground facilities and repairing any damage thereto resulting from the Work.
a) Not Shown or Indicated: If an Underground Facility is uncovered or revealed at or contiguous to the Site which was not shown or indicated, or not shown or indicated with reasonable accuracy in the Contract Documents, Contractor shall, promptly after becoming aware thereof and before further disturbing conditions affected thereby or performing any Work in connection therewith (except in an emergency), identify the owner of such Underground Facility and give written notice to that owner and to the COR.
COR will promptly review the Underground Facility and determine the extent, if any, to which a change is required in the Contract Documents to reflect and document the consequences of the existence or location of the Underground Facility. During such time, Contractor shall be responsible for the safety and protection of such Underground Facility.
If Contractor concludes that a change in the Contract Documents is required, a Work Change Directive or a Change Order will be issued to the Contracting Officer to reflect and document such consequences. An equitable adjustment shall be made in the Contract Price or Contract Times, or both, to the extent that they are attributable to the existence or location of any Underground Facility that was not shown or indicated or not shown or indicated with reasonable accuracy in the Contract Documents and that Contractor did not know of and could not reasonably have been expected to be aware of or to have anticipated. If Owner and Contractor are unable to agree on entitlement to or on the amount or extent, if any, of any such adjustment in Contract Price or Contract Times, Owner or Contractor may make a Claim.
1.05 Coordination
A. The contractor shall coordinate all work with the Contracting Officer's Representative.
B. The contractor shall submit an installation schedule for review and approval by the
Contracting Officer's Representative within 10 days of task order award.
C. The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.
1.06 Special Provisions
The National Centers for Animal Health (NCAH) has a well-established biosafety program and has recently gone through a review of the campus biosafety plan and practices on the campus. With the recent review, updated procedures have been put in place on the NCAH campus for this specific and other construction projects the following:
a. Contractors shall park their vehicles on nearby roadways at designated locations, offload the necessary equipment and tools needed to the jobsite, walk to the area outside of the worksite pasture/buildings, don the necessary PPE (government provided rubber muck boots and leather gloves) prior to entering the actual workspace, then proceed to perform work.
b. Once work is completed for the day or contractor breaks for lunch, all tools and equipment shall be left in a designated location (for duration of the project). The contractor shall properly remove government furnished PPE (training on how to put on and take-off PPE will be provided), then walk to their vehicle to leave the site (no decontamination needed for vehicles and equipment).
c. The process above would continue for the duration of the project.
d. Once the project work is completed, all tools, equipment, and vehicles that entered actual work area and was set down in the dirt or came contacted with the ground shall be washed down with water at the work site. Water hydrants located at field barns.
e. The Contractor shall then take all the above noted tools, equipment, and vehicles to building 157 at NCAH for decontamination with 50/50 bleach spray. The spray will be applied to any components that came into contacted with the ground (tools, equipment, and vehicle tires) using typical garden/bug sprayer and shall be left on for a designated time determined by the USDA biosafety group prior to rinsing with water.
f. The Contractor shall confine all operations to within the work limits of the project and exercise particular care to maintain natural surroundings undamaged. All surfaces that have been altered for the installation of the concrete shall be refinished to match original condition by skilled personnel of the trades involved at no additional expense to the Government.
B. Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the contractor shall be refinished to match original condition.
1. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.
2. Patching material, paint color, paint material and paint application methods shall be approved in advance by the Contracting Officer’s Representative.
C. No building structural members shall be cut or altered without prior approval of the
Contracting Officer's Representative.
D. Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.
E. The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.
F. The contractor shall move all materials and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.
G. The contractor shall provide proper safety equipment to workers and always ensure a safe environment for employees and the public. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.
1.07 Temporary Facilities
A. Utilities: The existing USDA utilities at the site may be available for use by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any utility connections.
B. Telephones: The Contractor shall equip all his supervisors and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.
C. Toilet Facilities: The Contractor shall provide and maintain portable toilet facilities for the project employees. Toilet facility will be at a location as determined by the COR. Will also be placed away from work area so each time contractor needs to use facilities, they will be required to doff their PPE when leave worksite to use the facility and then don their PPE when they return to the worksite.
1.08 Submittal & Shop Drawings Procedures
A. Submittal Register: At the beginning of the project, the Contractor will provide a Submittal Register identifying all the items called out in the Specifications for submittal to the COR for approval (in consultation with the project AE). The Contractor will update and maintain the Submittal Register to show the status of all required submittals.
B. Submittal Requirements
1. Format: There is no formal submittal transmittal or format for this project other than the documents shall be submitted as PDF files, scanned, or created in documents that can be easily read when printed on 11x17 sheets. Exceptions for larger sheet sizes will be considered by the COR. Failure of the Contractor to provide legible submittals will be adequate grounds for rejection.
2. Identification: Submittals shall be labeled and marked for this project. The identification shall include Contractor/subcontractor’s name, date of submittal, description of item, specification section, and details on product data that are marked clearly for this project.
C. Submittal Procedures: All submittals will be posted in PDF by the Contractor to the USDA
ARS Share-point website that has been established for this project. The submittal reviewing authority/AE will download the submittals for review and post approvals to the Share-point site. This same submittal process will be used for RFIs, Change Bulletins, etc.
D. Approved Submittals: The approval/acceptance of submittals is not to be construed as a complete check. Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist.
E. Submittal items for this project:

The load/delivery tickets for concrete deliveries and debris removed from site shall be kept and turned over to COR and the end of the project.
1.09 Warranty Documentation
A. Warranty shall guarantee the installed systems are free from craftsmanship defects, failures, etc. for a minimum of 1 year.
B. Warranty List: Provide a warranty summary sheet in spreadsheet format with all the warranties listed by section, description, supplier, warranty contact, start date, end date.
Provide electronic copy to the COR and place printed copy in the front of the Warranty Binder.
