Defense Biometrics Identification System (DBIDS) Credential: All contractors, vendors, suppliers and service providers (hereby referred to as “contractors) will fill out the SECNAV 5512/1 form and provide completed documentation to the Contracting Officer Representative (COR)/sponsor. The COR/sponsor completes the Contractor Verification Spreadsheet (CVS) and forwards both the SECNAV 5512 forms and the CVS to Commander Navy Region Mid

Atlantic (CNRMA) for vetting. After successful vetting by CNRMA, the contractor will be placed on the Regional “179-Day List”. All contractors arriving at Pass and ID must bring two forms of identification as well as proof of US citizenship. DBIDS cards will be issued to contractors for the duration of the contract. Contractors possessing an issued Common Access Card (CaC) will not receive a DBIDS credential.

7.2. NAVSEA Shipyard Badges: Shipyard badge color will be determined by the security requirements of the contract being executed. All contractor Facility Security Officers should ensure their company’s personnel reporting to NNSY Pass and ID (BLDG 1502) have the appropriate security clearance level and US Accesses documented in the system of record (DISS/NBIS). CORs should provide C-1122 Industrial Security with all Statements of Work, Performance of Work Statements and the DD Form 254 "Contract Security Classification Specification" which establishes the security measures required for the protection of classified information and is required for all NAVSEA contracts requiring Red or Yellow NAVSEA badges.

Loss of a NAVSEA badge/ DBIDS card by a contractor must be reported at once to NNSY Police Precinct (BLDG 1618) and file a report of the lost badge. Once complete, the contractor takes the report to Pass and ID Office (BLDG 1502) to receive replacement badges.

7.3. Seated (or permanent party) Contractor Requirements: Seated contractors are those contractor personnel who perform functions at NNSY on a permanent basis, are issued CACs, and are granted access to NNSY and US Navy Information Technology Systems. All seated contractors are required to check-in through C-1127 (Personnel Security) for the purposes of servicing in NNSY’s system of record. In accordance with 32 CFR, Part 117, Contractor personnel that require access to Department of Navy (DON) information systems and/or work on-site require an open investigation or favorable adjudicated Tier 3 by the Vetting Risk Operations Center (VROC). These contractors are required to attend a portion of the New Employee Orientation which covers mandatory initial training to include, but not limited to, Antiterrorism Level 1, Combatting Trafficking in Persons, Active Shooter, Operational Security, Personnel Security, and Information Security training. After this initial training, all seated contractors will be required to complete these (and potentially other) training courses annually via computer-based training. The contractor’s COR will be responsible for tracking and reporting, and documenting training completion.

7.4. Returning Badges: Once a contract has ended or a person is relieved of their duties on a contract, all contractor access badges to NNSY will be returned in the following manner:

Badges will be given to the NNSY sponsor and taken to the NNSY Pass and ID Office (Bldg.

1502) for destruction. Badges of employees, who have been terminated from their company, should be mailed back or delivered to NNSY, Director of Security and Fire Code 1120, for destruction. If a NAVSEA badge is found and cannot be taken to NNSY, drop the badge in an U.S. mailbox for the return to NNSY. All contracting companies and each Contractor must fully comply with the set-forth badging compliance. Non compliance by the contractor or sub-contractor serves as a direct violation of security procedures at Norfolk Naval Shipyard.

7.5. Personally Owned Portable Electronic Devices (PEDS): Personally owned Portable Electronic Devices (PEDS) will be authorized inside the controlled Industrial Area (CIA) and all Security Islands, as well as NAVSEA spaces outside of the CIA. Camera enabled PEDS are prohibited in Controlled Nuclear Information Areas (CNIAs). All PEDS are strictly prohibited within Nuclear Work Areas (NWAs) and Open Storage Areas. PEDs are also prohibited in those areas where Secure Network (SECNET) assets are in use.

7.6. Contractor Photography: NNSY COR/sponsor will request authorization for contractor’s use of any photographic equipment, including audiovisual equipment and digital cameras. All contractor photography will be coordinated with NNSY Security Office (Code 1122) and will require a NNSY Security Office (Code 1122) approved camera pass. A photography requirement must be stated in the contract as well as in the OPSEC Assessment Questionnaire Enclosure 1. All media is required to be review by the C-1122 Industrial Security Specialists. Aerial photography (to include drones) at NNSY is strictly prohibited. Any and all aerial photography will be coordinated by representatives of the NNSY Commanding Officer.

Contractors taking contractually mandated photographs may only use digital cameras and SD cards furnished by their companies. Personally-owned digital cameras and SD cards are prohibited. Contractors are prohibited from using DSLR equipped cameras. Further, Wi-Fi and

GPS enabled cameras are prohibited from use at NNSY. Contractors are not authorized to use personal, or corporate-owned camera-enabled cell phones for the purposes of taking pictures at NNSY. The contractor will be required to meet any/all additional photography requirements set forth by Ship/Vessel's photography policies and procedures in regards to notification, permission and approval of photographs as directed by the NNSY Project via the supervisor.

7.7. Contractor Incidents: When a contractor violates a security regulation, the contractor will be escorted from the space/area by a NNSY employee, sponsor, or law enforcement. The contractor along with a supervisor will be taken to the NNSY Security Office (Code 1122), building 1575. The NAVSEA badge and DBIDs card will be confiscated by Industrial Security.

The FSO of the contracting company will be notified immediately of the incident. If the investigation into the incident confirms a security infraction or violation has taken place, the company’s FSO will be directed to make a required adverse entry into the contractor’s profile in the system of record. If an incident occurs involving the violation of the law, to include those which culminate with interaction between the contractor and law enforcement personnel (NNSY Police or any other local law enforcement entity), C-1122 Industrial Security must be notified as soon as possible. If the contracting company desires to have the contractor reinstated at NNSY, the company will need to submit a letter to the Director of Security and Fire (Code 1120), requesting access to be reinstated. Depending on the security incident, access may be reinstated under certain conditions.
