2.5 Order of precedence. The invoked drawing has precedence where the requirements of the invoked drawing differ from those of MIL-PRF-32038. The Schedule Line Item Number (LINE ITEM) and this SOW have precedence where the requirements of the LINE ITEM or this Statement of Work (SOW) differ from those of the invoked drawing or MIL-PRF-32038. However, nothing in this document supersedes applicable laws and regulations unless a specific exemption has been obtained.

3. REQUIREMENTS

3.1 General

3.1.1 Manufacture all items in accordance with the invoked drawings, LINE ITEM, and this SOW except where a Request for Deviation (RFD) or Engineering Change Proposal (ECP) has been submitted and approved explicitly for this contract.

3.1.2 For the purposes of this SOW the use of the word “shall” within the invoked documents or their references is the same as the word “must” and identify requirements.

3.1.3 Referenced specifications within invoked drawings may not have been updated to reflect current conversions from Military and Federal Specifications to commercial equivalents.

Nevertheless, the LINE ITEM and this SOW cite current specifications. If a referenced specification has been canceled without replacement and the LINE ITEM or this SOW do not cite an updated replacement specification, the Contractor may substitute a commercial equivalent. If there are option choices available within the cited specifications that are not specified by the contract, the Contractor should select the grades, conditions, etc. as the Contractor recommends.

3.1.4 Approvals And Substitutions

a. Mid Atlantic Regional Maintenance Center (MARMC), Code 310.2 has action and approval authority for all submitted Drawings, Substitutes, Deviations, RFDs, or ECPs.

1. RFDs and ECPs must be precisely defined. The government may require detailed sketches, drawings, data or samples to clarify and document any requests. Due to the Habitability nature of the items, appearance is a factor in the evaluation of all RFDs and ECPs.

Submittals must include contract number, applicable LINE ITEM and Find Number, description of the differences, reason for the differences, cost impact, schedule impact, identification of units which are affected, any effect on logistics support, action taken to prevent future recurrence of any non-conformance, reference to all previous correspondence that is related to the RFD or ECP or similar requests, and the Contractor's point-of contact including phone number, fax number, and e-mail address. Submittals shall be in the Contractor's format. The submission of requests via electronic means (e.g., e-mail) is preferred.

2. Reference to a manufacturer's model number or item number is intended to be descriptive and not restrictive. The referenced items represent the required sizes, configuration, materials, finish, quality, and workmanship. Alternate proposals for items that are believed equal or a better value to the government are welcome.

3. For any item, vendors may propose equivalent commercial items. For each alternate or substitute item, the vendor's proposal must include a detailed description and catalog cuts, including renderings or photographs. Additional detail, drawings, or even a sample, may be required to obtain approval if the catalog and description does not adequately describe the item.

b. Email Drawings, Substitutes, Deviations, RFDs, or ECPs submissions to the PCO and any ACO with a copy to the MARMC TPOC.

1. Proprietary Features: The Government has unlimited rights to all submitted designs, drawings and so forth, including all designs, details and notes submitted in support of RFDs and ECPs in relation to this contract/solicitation. No proprietary features are requested, desired or acceptable. The Government may remove or ignore any restrictive markings or limited rights statements from all documents submitted in relation to this contract/solicitation.

c. Forward a copy of all modifications, delivery orders, and delivery order changes to the MARMC TPOC upon receipt.

d. The MARMC TPOC will forward the Government response to the vendor not later than thirty (30) days after receipt. Delivery extensions will not be added to the vendor's production schedule because of failure to promptly identify and submit requested deviations, waivers, drawings, RFDs, ECPs, or requests for clarification.

3.1.5 Additional Orders should not be made under this solicitation until after first unit of production inspection of the first delivery order has been satisfactorily completed and any issues addressed satisfactorily.

3.1.6 On all items with a contract price greater than $100.00, affix a permanent, weatherproof, chemical and abrasion resistant, laser printed manufacturer's label on the inside of the right-hand end of the lavatory counter box in accordance with the invoked drawing and MIL-PRF-32038. d. Omit the lights from FN 301, 302 and 303. Lights are ordered separately.

3.2.4 DRAWING 804-6983514 - The following additional requirements apply to LINE ITEM components invoking drawing 804-6983514 (FN TN01, TN02 and TN02T), for areas where sheet N- 3 is silent, sheet N-2 applies.

a. Piece Number N6 - Use 14 gauge (0.0751”) instead of 12 gauge (0.1054”)

b. Piece Number L3 – use as Lavatory Foundation Assembly as shown page L-9.

1. These foundations are designed to nominally be installed 6-inches above the finished deck.

a) Legs L12 must be 6’-9” long. Legs L12 will be field drilled to suit the Countertop.

b) The legs will be cut, fit and attached as needed in the field to suit the specific installation.

c) Backing plate L14 or L15 - use 14-gauge (0.0751”) instead of 12-gauge (0.1054”) sheet material.

d) Backing plate L14 or L15 must be 40-1/2” high.

e) Backing Plate L14 or L15 must be drilled with 9/32” holes to suit Light L7 per the light Mil-Spec.

2. Obtain a number 4 finish on the outside 3 surfaces of the legs and the front of Backing Plate L14 or L15. The finish is not required to be number 4 where it is hidden by the Mirror or Mirror Light. Retain the number 4 finish for a 1-inch overlap under the mirror. Obtain a uniform 2b finish or glass bead blasted finish on the inside (back) of the Legs L12. Obtain either a number 4 finish, a uniform 2b finish, or glass bead blasted finished on the back of Backing Plate L14 or L15.

Unless otherwise indicated, obtain a number 4 finish on all remaining visible surfaces.

c. Welding

1. Plug welds must be at least 5/16” diameters.

2. Obtain a number 4 finish on all visible welds on the outside front, the counter top, and the front. Fully weld and polish all marine edge joints including welds at the back splash.

3. Weld and smooth the bottom corners of Detail N9-E and Detail N-23E. These welds do not need to be ground flush and do not require a Number 4 finish. It is not necessary to weld the top of the flange inside the box when there is a close, parallel edged and neat fit-up. Use a minimum of 3 spot welds when joining each leg of N4 to N6. The strength of these spot welds may be reduced from 2500 pounds to suite AWS guidance for 14 Gauge Type 304L. Fillet welding all around N4 inside the box is not required.

4. Detail N11E – It is not necessary to weld the underside of the marine edge when there is a close, parallel edged and neat fit-up.

5. Detail N12-C – Use a minimum of 4 spot welds when joining the top of N3 to the underside of N6. The strength of these spot weld may be reduced from 2500 pounds to suite AWS guidance for 14 Gauge Type 304L. Plug welds are authorized in lieu of spot welds for this detail.

6. Section N15-C and Detail N18-E - It is not necessary to grind flush the welds that are inside the box under the countertop.

d. Detail N14-E – Drill 13/32” instead of 9/32” mounting holes in the countertop assembly and provide 3/8” bolts and locknuts. Locate the lower mounting holes 4-5/8” below the upper hole; which takes precedence over the typical location ¾” above the bottom of the flange.

e. Detail N20-E – Match the height of mounting holes in N5 relative to the top of the counter for the ends and locate subsequent holes 4-5/8” apart. (Adjust this requirement for different material thicknesses.)

f. Clarification of reference points, relative to material thicknesses: In Detail N12-C, the ½” dimension for the height of the marine edge is from the top of the countertop to the top of the marine edge. In Detail N14-E, the location of the top mounting hole is ¾” from the underside of the counter, which is the top of the mounting flange tab portion of Sheet N6.

g. Interchangeably drill the counters for Towel Bars L10.

h. Provide all fasteners required to assemble the unit, additional fasteners to connect the unit to an adjoining unit, and an additional 20% fasteners for spares. Attachment brackets and fasteners for attaching the unit to a bulkhead, associated coamings and curtain plate or deck will be separately provided by others to suit the specific installation. Silicon Sealer and Loctite will be provided by the installers.

i. Manufacture a Triple Lavatory FN TN02T by extending a double lavatory (sheet N-3) by one bowl. Propagate measurements for the new bowl from the right-hand side and add a second Center Support N5 between the second and the third bowls. Construct the Lavatory Foundation Assembly using a single PC NO. L3 (per Detail L66-A) mounted to the right of a double PC NO. L3 (per Detail L68-A). Drill mounting holes in the PC NO. L12 channel to accommodate 5/16” bolts at 26”, 38”, 50” and 62” above the bottom of the legs for joining foundations. Provide 4 sets of 5/16” bolts and locking nuts.

j. Omit the lights from FN TN01, TN02 and TN02T. Lights will be ordered separately through another procurement vehicle.
