Statement of Work 400Hz Frequency Converter Installation
1. Description of Services. The contractor shall provide all management, tools, supplies, equipment and labor necessary to provide and install 400Hz/62.5KVA Solid State Frequency Converter located at 944 Tully Street, Building 90032, Hurlburt Field, FL. The converter will be installed inside the hanger.
2. Basic Services. The contractor shall provide and install one (1) 400Hz Solid State Frequency Converter, 62.5KVA meeting the below requirements in order to meet the aircraft output power our aircraft needs:
a. Input Voltage 480 VAC, 3 phase, 3 wire, grounded
b. Input Voltage Range -10%, +10% of nominal
c. Input Frequency 50/60 Hz
d. Input Power Factor 0.9 Lagging at full load
e. Input Current Harmonics 5% THD at full load, 3% single
f. Rectification Active Front End
g. Output Voltage 115/200 VAC, 3 phase, 4wire
h. Adjustment Range +/- 10%
i. Output Frequency 400 Hz
j. Voltage Regulation <+/- 1%
k. Voltage Modulation +/- 0.25%
l. Frequency Regulation Crystal controlled to +/- 0.05%
m. Load Power Factor 0.4 lagging to 0.8 leading
n. Transient Response 80 msec, per Mil Std 704 E
o. Overload Capacity 110%-60min, 125%-5min, 150%-2min, 200%-

Lift entry on sides
2.1 The hanger must operate and function in the same capacity as it does at the present time.
They system must be capable of safely connecting to the aircraft, sustain powered operations and safely disconnect from aircraft.
2.2 The converter shall be designed for and capable of running continuously for 24 hours per day, 7 days per week.
2.3 The converter shall be installed with proper aircraft tie in cabling.
2.4 The contractor shall mount the converter in a predetermined location.
2.5 The contractor shall provide and install all necessary cabling, wiring, connectors, and hardware to accomplish all necessary electrical, mechnical and mounting work.
2.6 The contractor shall remove the existing 400 Hz converter and turn over to the Government for use in another location.
2.7 The contractor shall maintain full electrical capabilities in the remainder of the hanger with minimum interruption of power.
2.8 Hanger power shall not be down during hours of flying. Prior coordination and approval is required.
2.9 The contractor shall furnish three (3) copies of manufacturers operation/user manuals.
2.10 The contractor shall provide professional installation and electrical services. All electrical work shall comply with NFPA 70, National Electric Code.
2.11 The contractor shall provide a 1 year warranty on installation. Commercial warranty shall be provided on the equipment. Warranty information shall be provided to the Government prior to contract payment.
3. GENERAL INFORMATION.
3.1. Contractor Personnel. The contractor must validate that the employees assigned to this requirement are certified to work on and possess the required experience to work on the 400Hz power converter equipment listed in this SOW.
3.2. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
3.3. Contractor Employees. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. The contractor shall provide each employee with an identification badge that shall include the employee’s name, employee’s photograph, and contractor’s name. Identification shall be available prior to employment and shall be worn or attached to the outer garment at all times.
3.4. Physical Security. The contractor shall safeguard all government property. At the close of each work period, facilities shall be secured.
3.5. Storage Areas. The contractor shall be responsible for the orderliness and cleanliness of government furnished storage area. The area shall be clean and neat, free of fire and safety hazards, and free of unsanitary conditions.
3.6. Government Remedies. The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
3.7. Hours of Operation: Normal operation is Monday through Friday, 0730 to 1630, except for federal holidays. There may be mission situations that may require the contractor to work other than normal hours. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the Government. The contractor shall schedule the installation of the items no later than 2 weeks in advance and obtain Government approval for that installation date to ensure project completion will not impact mission operations.
3.8. Federal Holidays. The following is a list of federal holidays observed by this installation.
New Year's Day, January 1 or the Friday preceding or Monday following Martin Luther King's Birthday, 3rd Monday in January President's Day, 3rd Monday in February Memorial Day, last Monday in May Independence Day, July 4 or the Friday preceding or Monday following Labor Day, first Monday in September Columbus Day, 2nd Monday in October Veterans Day, November 11 or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, December 25 or the Friday preceding or Monday following
3.9. Contractor/Employee Base Pass and Identification, Special Clearances, and Vehicle Passes.
3.10. The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
3.11. The Contractor shall be required to complete the following forms (to be provided at the pre-performance conference) in order for employees to gain access to the installation:
a. Contractor Employee Listing
b. Hurlburt Field Contractor Access Badge Affidavit (CAB)
c. Department of Homeland Security Form I-9 (DHS I-9)
3.12. The Contractor Employee List. This form shall list every employee requiring access.
Every time employees change, it shall be updated to reflect additions and/or deletions. Identify those individuals who require escort authority by including the word “escort” next to their names. Limit the number of individuals designated as escorts to a reasonable number (i.e. one or two). The Contracting Officer will then prepare and attach a cover letter, and forward the Employee List to the Visitor Control Center.
3.13. Upon notification that the Employee List has been forwarded to the Visitor Control Center, the other two forms (DHS I-9 & CAB) shall be completed and hand carried to the Visitor Control Center by the employee. If everything is in order, they will receive a contractor badge.
If an employee will be driving on Hurlburt Field they are required to provide a valid driver’s license, vehicle registration, and proof of insurance. NOTE: The section of the Visitor Control Center administrating this function is closed after 1400 (2:00 p.m.), therefore, employees must arrive prior to this time in order for their documentation to be processed.
3.14. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to employees are returned to the issuing office.
3.15. Failure to comply with these requirements may result in withholding of final payment.
