Statement of Work (SOW)

Project: Repair of 15kv cables

GENERAL INFORMATION

1.0 Scope of Work:

Provide the USDA/NCAH with services with repair of 15KV cable between manhole 5 to building 7 MV switch. Repair needed after testing of cable exposed fault.

2.0 Background:

The National Centers for Animal Health is currently in need of service to repair

15KV cable, splice 15KV cable, and T-tap 15KV cable between manhole 5 and building 7MV switch on the USDA campus.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

The contractor shall provide all labor and skills required to perform the following.

1. Before beginning work, the outdoor temperatures shall not be less than 40 degrees to avoid freezing heating coils in the buildings. Two weeks before the work begins, the NCAH campus will be sent a notice that there will be a power outage for buildings 3, 4, 5, and 7 for the scheduled time of the work.

2. Rack out breaker B3 to de-energize the ‘B’ side of the system if this is not already done.

3. Remove three (3) existing cables from manhole 5 to MV switch at building 7.

4. Install (3) 500MCM 15kv cables from manhole 5 to MV switch at building 7, provide 4 feet of slack cable in manhole.

5. Splice (3) 500MCM 15kv cables in manhole 5.

6. T-Tap (3) 500MCM 15kv cables in manhole 5.

7. Provide and install three (3) stress cone terminations at MV switch.

8. Provide proper safety equipment for working in manholes and barricades around work area.

9. Hy-Pot testing on 15kv cable after all terminations are completed.

10. Reconnect all splices and other connections.

11. Close breaker at building 153 to restore power.

12. Verify proper rotation to buildings 3, 4, 5, 7, and outbuildings being fed by B-3 breaker.

4.0 Government Furnished:

• The contractor will be escorted on facility grounds to complete work.

• Assistance with lock out/ tag out.

9 Replace bolts and inserts behind switchgear panels

Replace degraded bolts and inserts. Ensure switchgear is restored to safe, normal operation

10 Return equipment back to normal operating condition.

Contractor will make sure that all equipment, electrical cabinets breaker boxes and transfer cabinets are back to normal and safe operating condition as they found it when they arrived.

Contractor must return area back to the condition it was in when they arrive on site.

11 Safety Contractor is responsible for contractor personnel safety and is required to abide by all applicable OSHA, Local State and Federal Safety Laws and Regulations.

All required safety equipment, safety glasses, and steel toed boots will be donned while on

USDA property.

Hard Hat, face shield and dust mask must be added as required.

13 Security Contractor shall provide names of contractor employees to the guards to verify employee requesting access to site.

Contractor personnel shall sign in and sign out every time they enter and exit the facility.

Contractor personnel shall present a valid photo ID every time they enter the site. Contractor personnel shall be supplied with a NCAH badge that must be always displayed while on site. Contractor personnel shall return the NCAH badge every time they leave the secure facility.

14 Install (3) 500 MCM 15kv cables

6.0 Travel:

The contractor is responsible for all mobilization/demobilization to and from the site.

7.0 Security Requirements:

• NCAH is a secure facility. The contractor shall follow the following requirements:

• Contractor technicians shall be current US citizens in good standing.

• The names of contractor employees will be given to the guard desk to verify employee requesting access to site.

• Contractor personnel shall sign in and sign out every time they enter or exit the facility.

• Contractor personnel shall present a valid photo government issued ID every time they enter the site.

• Contractor personnel shall be supplied a NCAH badge that must be displayed at all times while on site.

• Contractor personnel shall return the NCAH badge every time they leave the secure facility.

• Contractor personnel shall be escorted at all times while within the secure areas of the NCAH facility.

8.0 Place of Performance: USDA, 1920 Dayton Avenue, Ames, IA 50010

9.0 Period of Performance: Testing shall be completed, and full functionality resumes no later than 90 days from notice to proceed.
