STATEMENT OF WORK
CUTTER AND ASSOCIATED SERVICES
1.0 Introduction/Background
Federal Prison Industries, Inc. (FPI) was established by statute and Executive Order 6917 in 1934 with a mission to rebuild the lives of incarcerated individuals and reduce recidivism. FPI is unique in that it is a manufacturing organization operating within the U.S. Department of Justice, Federal Bureau of Prisons (FBOP). Aside from producing products and performing services, FPI seeks to prepare Adults in Custody to return to society as law-abiding taxpayers with quality job skills, training and work experience.
This Statement of Work (SOW) is to provide the information required for vendors to submit a quote for a digital flatbed cutting device and services for our sign manufacturing operation. In addition to the machine specifications, this statement of work will also identify other requirements for the proposal including software, shipping, installation, training, warranty and support.
2.0 Place of Performance

3.0 Scope of Work
The vendor will propose and provide a machine in line with the specifications provided, to be purchased by FPI. In addition, the vendor will also provide shipping, installation, training, warranty, and support, at the Cumberland facility.
4.0 Equipment Specifications
The specifications for the digital flatbed cutter and other hardware are as follows:
• 2 Head Cutting System
• Cutting area of at least 63"x98"
• Vacuum Table with variable control zones
• Conveyor System w/ Roll Feed Holder
• Auto Knife Initialization for tool depth
• Computer workstation for system operation and monitoring
• CCD Camera for print/cut registration
• UCT - Drag Knife Tool
• Creasing Wheel Tool
• Electric Oscillating Tool
• Kiss-Cut Tool
• V Bevel-Cut Tool
• Starter Blade Pack and Bits
• PDF Module
• Emergency Stopping
• Obstruction Detection/Sensors
• Ability to cut materials, such as paper, cardstock, vinyl, fabric, leather, certain plastics, and metals.
• Equipment should be manufactured in the United States
5.0 Software
The requirements for the included software are as follows:
• Design Software o The included software shall have design capabilities and be an application or program that can be used in the creation, editing, and manipulating of digital images.
• Graphics Editing Software o The included software shall have graphics editing capabilities and be an application that allows the user to edit of digital images. Potential editing tasks could include resizing images, producing original illustrations, combining text, color, and shapes, among others.
• Graphic Recognition o The included software shall have graphic recognition capabilities and be an application that allows the user to analyze graphics images for necessary changes to meet the FPI customer need.
• Provide Data for Accurate Cutting
• Set Tool Parameters
• Create and Edit Cutting Jobs/Tasks
• Cutting Control
• Job/Task Monitoring
• Any other software programs required for the functionality of the equipment
• The primary functionality and application for the graphics design, editing, and recognition software will be to accept digital images and graphics from FPI customers, and then to analyze, edit, and manipulate them according to the customer’s needs. The software will also be used to create, recreate, or design digital images and graphics for FPI customers.
• The proposal should include all software licensing, as well as, the identification of the software licensing model, be it perpetual or subscription based.
6.0 Services
The requirements for additional services are as follows:
• Shipping o The proposal should include any costs for shipping, any requirements for receiving the shipment, be it facilities, pallet jack, forklift, human resources, etc.
• Installation and Testing o The proposal shall include a full description of the installation services that will be provided.
o This would include hardware installation, setup, configuration, fine tuning, calibration, and a documented quality control review of the hardware installation after setup and testing.
o This would include software installation, configuration, and testing.
o This would include collaboration with UNICOR staff on testing and troubleshooting during the implementation of computer access restrictions after software functionality has been tested and verified.
o This would also include documented testing each type of material and use case being performed in the operation to confirm that the equipment will not be used in a manner that would cause damage to the machine beyond normal wear and tear.
• Training o The proposal shall include a minimum of two (2) workdays of operator training to be performed onsite at the Federal Correctional Institution, Cumberland, Maryland. This training shall be performed with FPI staff and the Adults in Custody.
o This training shall include the standard operation of the equipment, as well as how to complete regular preventative maintenance according to manufacturer recommendations.
o This training shall include software installation, configuration, operation, and troubleshooting.
o The proposal package shall also include information regarding the option for additional days of training if desired by UNICOR. The additional onsite training that is quoted could be immediately after the included days have been exhausted, or within 6 months of the initial installation. Note: This will not be an evaluation factor and is for informational purposes only and is not part of this solicitation or award.
• Warranty warranty, including the terms and conditions, as well as the duration.
o The proposal shall provide an identification and distinction between the manufacturer warranty, any 3rd party warranty offered by the proposer, if any of the terms, conditions, or duration are different.
• Support customer service support provided. The description would entail:
Telephone support provided Onsite support provided Email support provided Standard response time for telephone support Hours that support is available via telephone or email Costs for telephone, onsite, and email support outside of warranty coverage, to include travel labor rates and repair labor rates.
7.0 Work Hours for Service Element
Working hours are Monday through Friday, 7:30 a.m. - 3:30 p.m.
to exclude Federal Holidays. Access to the site will be available during normal working hours except during institutional emergencies. It shall be the responsibility of the contractor to familiarize themself, their employees and their subcontractors of the working hours and conditions in the correctional facility, as working hours may not constitute a full eight-hour workday. The Government assumes no responsibility to the Contractor nor any subcontractor for shorter hours due to institutional emergencies or entry and/or exit of workers necessitated by normal institution routines.
Contractors shall plan for a minimal amount of time accrued for security considerations, (i.e., check-in screening, delay due to inmate movements, institution lock-down, institutional emergencies, etc.). In the event of an institutional emergency, the contractor will be instructed to secure all work and stow all tools, equipment and materials, and the contractor will be escorted out of the institution. Work will resume once the institutional emergency has been cleared.
8.0 Evaluation Factors
The Government will award to the responsible offeror whose quote conforming to the solicitation and Statement of Work, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
• Price
• Technical Capability
• Past Performance
9.0 Additional Security Considerations
• At contract award and prior to commencement of installation, all tools required to complete the installation must be submitted for prior approval to the Contracting Officer's Representative (COR).
• Contractors will NOT be permitted to bring cell phones, cameras, weapons, ammunition, tobacco products, intoxicating beverages or any other objects/substances that violate criminal laws or are prohibited by Federal Regulations or Federal Bureau of Prisons' policies on institution grounds. Introduction of contraband shall be subject to the penalties prescribed by Title 18 USC 1791.
• Weapons and ammunition of any kind are not allowed on Federal property, including the parking lot.
• Contractor will be permitted to wear jeans inside the correctional facility; however, sleeveless tops, shorts and/or green, camouflage, or khaki-colored clothing will not be permitted. Revealing clothing is not permitted.
Clothing shall be professional in nature and appropriate for the work being completed.
• Lunch shall be consumed at the work site. Contractor is responsible for ensuring they have everything they need for their lunch prior to when they check-in at the beginning of their day at the site.
• All personnel entering the institution shall follow security guidelines established in HSPD-12.
• All personnel will be required to clear a metal detector, or other security device in use, each time they enter the secure perimeter.
• Contractor shall be escorted by FPI or FBOP staff at all times.
• Do not give, or offer to give, anything to an inmate.
• Do not bring any correspondence into or out of the institution.
• Do not accept gifts or favors from inmates.
• Leave personal items locked in your vehicle.
• All personnel entering the institution must have a government issued photo ID.
• Vehicle keys are required to be left with the Front Lobby
Officer at check-in for the duration of the workday.
• Conduct yourself in a responsible, mature manner.
• Report any unusual action(s) or behavior to FPI or FBOP staff.
