Statement of Work (SOW) Project: Building 154 turbine 2 hardware upgrades, touch screen, computer.
GENERAL INFORMATION
1.0 Scope of Work: The USDA National Center for Animal Health (NCAH), 1920
Dayton Ave., Ames, IA 50010 has determined a requirement to upgrade the USDA Bldg 154 Turbine 2 hardware and software, touch screens and computer. Vendor will provide and install all items to complete this project.
2.0 Background: The building 154 turbine HMI touch screen outside at the unit has failed and does not work. The turbine computer in the utility plant control room is a Windows 2000 computer. The hardware and software are no longer supported. Both components must be replaced with new hardware and corresponding software to current 2024 standards, with Microsoft Windows 11.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
a. Contractor will provide and install an OEM Unit Human Machine Interface - The
TT4000S Unit HMI is an integrated industrial computer and touch screen monitor. This hardware is to be mounted on the door of the Solar Turbines NEMA 4X control console.
b. Contractor will provide and install an OEM Auxiliary Human Machine Interface - The Auxiliary HMI is an operator interface to the turbomachinery. The system provides real-time monitoring of operating parameters and supervisory control, as well as a status bar that displays current alarms and shutdowns. Operational data is continuously logged and retained at various sample rates. These data can be viewed and analyzed, on or off-line. The TT4000 HMI allows remote clients with a web browser to view HMI display screens over the web.
c. Contractor shall provide and install an OEM Remote Human Machine Interface - The TT4000 Remote HMI is a desktop computer, monitor, keyboard, and mouse.
The Remote HMI is an operator interface to the turbomachinery. The system provides real-time monitoring of operating parameters, as well as a status bar that displays current alarms and shutdowns. Operational data is continuously logged and retained at various sample rates. These data can be viewed and analyzed, on or off-line. The TT4000 HMI allows remote clients with a web browser to view HMI display screens over the web.
d. Work shall be performed during normal weekday business hours Monday through Friday, 8:00 am to 5:00 pm, excluding weekends, Federal holidays, and nights.
e. All Contractor Technicians shall be OEM trained to operate and install Solar turbine equipment.
f. Contractor will conduct full testing of installed equipment per OEM Solar Turbine standard testing guidelines, unless otherwise specified, to ensure full operation.
g. Contractor will provide onsite training for operation of the Human Machine Interface (HMI) and computer within 7 days of completed installation.
h. Contractor Technicians will complete mandatory training to meet or exceed NFPA 70E requirements, and appropriate personal protective equipment (PPE) shall have been issued prior to work onsite.
4.0 Government Furnished:
a. The contractor will be escorted on facility grounds to complete work.
b. Assistance will be provided with lock out/ tag out.

Testing. Test HMI touch screen to make sure everything works properly

Communication. Communication from the auxiliary HMI to the turbine.
Provide and install interconnect wiring or cable from the turbomachinery package to the auxiliary HMI.
Testing. Test auxiliary HMI to make sure everything works properly
Test all functions of the auxiliary HMI including all menu options for proper operation and data and alarm recording.
6.0 Travel: The contractor is responsible for all mobilization/demobilization to and from the site.
7.0 Security Requirements:
• NCAH is a secure facility. The contractor shall follow the following requirements:
• Contractor technicians shall be current US citizens in good standing.
• The names of contractor employees will be given to the guard desk to verify employee requesting access to site.
• Contractor personnel shall sign in and sign out every time they enter or exit the facility.
• Contractor personnel shall present a valid photo government issued ID every time they enter the site.
• Contractor personnel shall be supplied a NCAH badge that must be displayed at all times while on site.
• Contractor personnel shall return the NCAH badge every time they leave the secure facility.
• Contractor personnel shall be escorted at all times while within the secure areas of the NCAH facility.
8.0 Place of Performance: USDA, 1920 Dayton Avenue, Ames, IA 50010
9.0 Period of Performance: All equipment shall be installed and fully completed within 30 days of date of award. Due to weather-related needs, this work can only be completed between the dates of September 15, 2024 and May 15, 2025.
