Statement of Work (SOW) Project: Purchase and Installation of Standby Automatic Natural Gas Generator at

UW/USDA Farm

GENERAL INFORMATION

1.0 Scope of Work:

Purchase and installation of automatic 200 KW natural gas-powered generator on the USDA-ARS milking parlor facility at the Marshfield Agricultural Research Station in Stratford, WI.

To include the purchase of the automatic standby generator, automatic transfer switch, and other associated equipment for installation of the generator according to NEC article 702. Installation includes planning/acquisition of permits and inspections, installing a concrete pad with protective ballards around the generator, natural gas piping from the facility natural gas service, reworking the electrical service to accept an 800 amp service-rated transfer switch, mounting and connection of the generator to the electrical service, providing a temporary generator during installation to allow continued facility operations, and load bank testing and commissioning of the system.

2.0 Background:

The current electrical system for the USDA facilities at the Marshfield Agricultural Research Station does not have an automatic standby generator system, and relies upon an emergency tractor PTO powered generator. The tractor powered generator requires staff to be present to setup the generator and conduct the transfer of power from grid power to the emergency generator. In the event of an outage during non-work hours (8pm-4am), this can result in several hours of time without electricity needed for critical facility operations including a bulk tank milk cooler, barn cooling fans, overhead doors, feed bin augers, manure scrapers/pumps, and other important equipment. An automatic standby generator would ensure operations can continue as normal until grid power is restored.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

Vendor will provide a 200 KW automatic natural gas generator and all associated equipment needed to install and connect the generator to the existing electrical and natural gas services. The package must include reworking of the current electrical service to allow installation of an 800 amp service rated transfer switch to connect to the electrical service panel. The electrical service must be wired so the standby automatic natural gas generator will be the primary backup generator in the case of an outage, and the emergency tractor-powered generator a secondary source in the case that natural gas service is lost. A concrete pad must be installed according to generator manufacturer recommendations with protective bullards installed to prevent damage. Power to charge the generator battery and operate coolant heaters will be from the facility power panel. During installation, a temporary generator must be provided to maintain electricity to the facility. The existing manual transfer switch and Kirk Key interlock must be maintained to allow for connection of the emergency tractor powered generator. After installation, the system must be load bank tested and commissioned by a factory representative. The package must include appropriate DSPS permitting and inspection for the project.

Interested parties are strongly encouraged to visit the site of the proposed work and review the existing conditions relating to installation and labor, to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. A pre-bid site visit will be coordinated by the COR.

Failure to visit the site will not disqualify those submitting a proposal. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a proposal) will be reviewed by the CO and evaluated accordingly.

The installation shall be performed in a neat, workmanlike manner to provide code-compliant, complete, properly functioning installation.

Contractor shall be responsible for all project waste including hauling away, directing waste to recycle, and legally disposing of remaining waste.

Contractor shall provide all materials and components needed for the indicated installation.

After project award, the Contractor shall inspect/confirm all existing conditions and dimensions prior to proceeding with any project activities and identify all existing conditions that may impact the work and alert the CO immediately if conditions are discovered that differ from the SOW. Contractor shall point out discrepancies between work identified in this SOW and actual field verified conditions--if they exist, prior to performing work. Items not identified in SOW may be treated as unforeseen conditions and priced in accordance with standard FAR contract clauses. Coordinate with location for laydown and staging areas.

Materials: Products shall be new, unused and to the satisfaction of the COR. In addition, material shall be produced domestically or manufactured domestically in accordance with the Buy American Act.

Omissions: This contract may not cover all specified activities, steps, and procedures required to supply the contract product. In case of omission, the normal industry, state, or federal standards, practices, specifications, and/or guides shall prevail. In no instance shall an omission be reason to produce less than an acceptable product.

Warranty: A standard comprehensive warranty shall be included on the set, and at least one year warranty on the labor, and the contractor shall verify that documents are in proper form, contain full information. Retain warranties until time specified for submittal.

Maintenance: Contractor shall submit manufacturer's written recommendations and the following:

• Manufacturer’s standard maintenance instructions and bulletins.

• Drawings, diagrams, and instructions required for maintenance including disassembly, removal, replacement and reassembly instructions.

• Identification and nomenclature of parts and components.

• List of items recommended to be stocked as spare parts and local sources for parts and components.

• Types of cleaning agents to be used and methods of cleaning.

• List of cleaning agents and methods of cleaning detrimental to product.

• Schedule for routine maintenance.

4.0 Government Furnished:

The current electrical service panel and natural gas service is in place near to the anticipated location of the standby generator. Power is available for use at the location.

5.0 Deliverables / Schedule:

Delivery and installation of the generator will be completed at the Marshfield

Agricultural Research Station located at 208356 Drake Ave, Stratford, WI 54484.

The work shall commence within 30 days from the receipt of the Notice to Proceed, proceed diligently, and be completed no later than 60 days from the Notice to Proceed. All work at the site must be conducted during normal business hours of 7am and 4pm Monday through Friday unless scheduled in advance with farm staff.

Contractors must notify the USDA technical POCs (Matt Akins;

matthew.akins@usda.gov and Joe Hattamer; joseph.hattamer@usda.gov) and farm staff (Ashley Blackburn - aablackburn@wisc.edu; and Will Cordes – wcordes@wisc.edu) at least 1 week before anticipated start of the package implementation to ensure the plans work with the farm’s schedule, and coordinate work schedules and research projects.

6.0 Travel:

To 208356 Drake Ave, Stratford, WI 54484.

7.0 Contractor’s Key Personnel:

Key personnel for the contractor include the technical representative to determine the correct generator, transfer switch, and necessary installation materials; and the staff in charge of installation of the generator. The contractor representative and staff must have prior experience with installation of natural gas generators.

8.0 Security Requirements:

Deliveries and on-site removal/installation of materials must be scheduled during regular work day business hours.
