About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to provide 10 Bluetooth-based soil moisture and temperature profile sensors to the USDA-ARS National Laboratory for Agriculture and the Environment (NLAE) in Ames, Iowa.

The SOW requires the sensors to have a 90 cm probe length with multiple moisture and temperature sensors at 15 cm intervals. The sensors must have a moisture precision of 0.03 cm3/cm3, temperature accuracy of 2°C, and an operating range of -20°C to 60°C. The sensors must be battery-powered, Bluetooth-enabled, and come with software for data download and visualization. The delivery is required within 60 days of award, with the place of delivery being the USDA-ARS NLAE in Ames, Iowa.

The related federal contract opportunity is a Sources Sought notice for the same requirement, which is being conducted by the USDA-ARS Midwest Area to determine the availability of qualified small business vendors. Responses are due by 11:59 PM CT on April 22, 2024. The Government will use the responses to determine the appropriate acquisition strategy, which may involve a set-aside for small businesses or an unrestricted solicitation.

Statement of Work Project: Bluetooth-based sensors for monitoring of soil water and temperature in field operational research

GENERAL INFORMATION

1.0 Scope of Work:

Provide 10 individual Bluetooth-based soil moisture and temperature profile sensors to aid in the monitoring of a long-term field plot study for understanding nutrient cycling, water stress and plant pathogen populations.

2.0 Background:

Installation of 10 individual Bluetooth-based profile probes will allow us to obtain continuous measurements of soil moisture, temperature, and electric conductivity every 10cm increments up to 90 cm depth for ten treatments (one complete replication). In comparison with traditional corded sensors Bluetooth capability will reduce the chance of data loss due to cable damage during field operation.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

• ≥ 90 cm probe length

• Tapered probe design (greater diameter at top than bottom)

• Moisture and temperature sensors at multiple depths, interval ≤ 15 cm

• Moisture precision ± 0.03 cm3 cm-3

• Temperature accuracy ± 2°C (at 25°C)

• Operating range -20°C to 60°C

• Continuous data collection, measurement interval ≤ 60 min

• Battery powered 3.6V (“AA”), cable-free sensor

• Bluetooth antenna on each sensor for data transmission

• Accompanying software to download, organize, and visualize data

• Number of sensors needed: 10
