Statement of Work (SOW) Project: Snow Removal and Landscaping Services

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Cereal Crops Research Unit (CCRU), is requesting seasonal services for snow removal and ice treatment. The services will extend from January 1, 2024, through October 31, 2024 with an additional four, one-year option periods.

GENERAL INFORMATION

1.0 Background: The areas of responsibility for these seasonal services are outlined as follows:

A. Snow Removal – Entire parking lot, incline to loading dock, sidewalk, and entry areas.

B. Ice treatment – Parking lot, sidewalks, entry areas.

C. See attached snow removal property layout.

2.0 Scope of Work:

A. Snow Removal.

1. Plow parking lot around garbage and recycling dumpsters to ensure area is clear for pickup.

2. Dictated by one inch or greater accumulation.

3. Avoid damaging neighboring Forest Products soil/grass line and avoid blocking their pathways to their building entrances.

4. Markers should be placed around the facility prior to the onset of inclement weather to indicate parking lot boundaries and sidewalk locations to avoid damaging the lawn or landscaping.

B. Sidewalk Clearing.

1. North side of property (along Gifford Pinchot Drive)

2. Between the building and parking lot.

3. Leading to the front entry door.

4. Leading to doors by loading dock and greenhouse exterior door.

5. Sidewalks on the East side of building along Walnut Street are maintained by University of Wisconsin, and/or the City of Madison, and is not included in this contract.

C. Ice Removal.

1. Contractor to provide salt or deicer for parking lot area and sidewalks

(see section 2B sidewalk clearing) regardless of the presence or absence of snow and as conditions warrant.

2. USDA will provide alternative deicer only for the main/front entrances, and the sidewalk and steps leading to the loading dock entrances. These areas are each indicated by the presence of a deicer container.

3. Contractor shall distribute provided deicer only over the concrete pavers at the front sidewalk entrance way, and the sidewalk pavers and steps that lead to the loading dock entrance.

4. Contractor shall provide deicer used as standard material on all other surfaces.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks: Licensed drivers.

4.0 Government Furnished Equipment: Alternative deicer for specified areas.

5.0 Deliverables Scheduled: All deliverables required should arrive at the CCRU loading dock during the normal hours of operation (Monday – Friday 7:30 am to 4 pm).

6.0 Contractor’s Key Personnel: The contractor is responsible for supplying personnel pertinent to the job function. Supervision and coordination of personnel will be the responsibility of the contractor.

7.0 Security Requirements: As applicable, all incoming personnel must report to the building administration and/or maintenance personnel upon arrival at the building for sign-in purposes (interior work). If required to enter the building, all personnel will sign in and be escorted to their place of duty. All contractors are expected to follow current hygiene protocols.

8.0 Place of Performance in the attachment for deliveries and loading/unloading of equipment, all contractor interior tasks will be performed within the external area of the facility as illustrated on attachment.

9.0 Period of Performance:

Base Year: 01/01/2024-10/31/2024 Option Year 1: 11/01/2024-10/31/2025 Option Year 2: 11/01/2025-10/31/2026 Option Year 3: 11/01/2026-10/31/2027 Option Year 4: 11/01/2027-10/31/2028
