Contractor shall not deviate from the Monday through Friday schedule without receiving written concurrence from the COR.

Background The ENP’s coastal area extends from Florida Bay, around Cape Sable and along the west coast up to Everglades City. The coastal area consists of important fish and wildlife habitat. There are XXXX sites where this material exists (See Supporting Documents) and is to be removed and lawfully disposed of.

The debris and derelict vessels are hazards to boaters, the public and harm natural resources. It is possible that some of the debris or vessels contain hazardous materials including but not limited to oil, gas, batteries, and mercury containing lamps. These materials can harm the ecosystem, wildlife, and human environment.

The debris and vessels are located in mangroves or on shoals and beaches. Access to these areas, are in very shallow water or in remote backcountry areas that are difficult to access. In many cases, the bottom is sandy or marly with seagrass beds. Most of the debris/vessel removal will utilize methods common to the salvage industry such as using float bags, attaching drag lines, towing or barging, and turbidity curtains. However, specialized equipment (i.e., such as shallow draft vessels) may be necessary to complete removals and will help minimize impacts to natural resources (i.e., seagrass beds).

Distance to locations varies depending on where you embark. The Contractor shall acquire and utilize all publicly available navigation aids to plan reconnaissance and removal activities. However, be aware that Flamingo (in Everglades) and Everglades City have boat ramps.

Contractor shall provide a minimum of 24-hour advance notification to the CO before going into the field. Contractor shall submit float plans that indicate where they are going to work.

Contractor shall propose pricing for reconnaissance of each item and pricing for the removal of items in the attached bid schedule. Pricing shall include labor categories and hours of effort per labor category. Pricing shall include all effort and costs for the removal and disposal of debris and vessels at a county approved landfill or recycling facility and for the proper disposal of all pollutants found in the vessels or debris.
