Questions and Answers for RFQ 140P5423Q0002: Hurricane Ian Derelict Vessels Removal

1) Are you asking for pricing on derelict vessels or items you have not identified in terms of the size, type, the condition, the exact location. Is this your request to bid on this contract with no specific information on each item?

The government is asking that contractors propose a price to go out and conduct reconnaissance and find the 12 items. Evaluate them, take measurements, take photographs. Collect the information you need to provide prices for removal and to be able to describe how you would remove them. This task is structured this way because the Government has not had time after to the storm to collect this information. So, we are asking to price an effort to do reconnaissance. Please read the Tasks and the Deliverables per task very carefully.

2) On the statement of work; Under the Statement of services it's clear that the government is asking for "a single service contract for removing marine debris and stranded derelict boats".

Under Task 1: What does "provide pricing for the options of removal" mean to the government?

After your reconnaissance you will be able to provide pricing for each of the 12 items (if you find them). Options may be awarded separately by the CO. The CO’s decision to award the options will, in part, be determined by your pricing for removal and or your proposed methods, some combination of these, or the CO may consider other factors deemed significant. You may be awarded one, some, all, or none of the options. The CO will indicate which ones you have been awarded to remove.

3) On the statement of work, Under task 1: It is stated that pricing for recon should not be more than 1 day per item for labor and equipment. Does the government expect the contractor to provide a thural inspection of a circle area of a 10 mile diameter in one day?

One important note. The statement of work says within a 5-mile radius of the last known location of the item. Yes, the government believes that it is reasonable to search through navigable waters around each site within one day.

4) What happens if the vessel is not found within a 1 day period? Please clarify what happens if the vessel or item is not found in a one day period.

If the contractor does not find the item in question, then the contractor simply indicates to the CO that the item was not found and cannot provide pricing or a description for how the item would be removed. Then obviously those items would not be awarded for removal

5) Under the deliverables, in the statement of work, deliverables meaning action taken after the bidding process, it states that we need to provide pricing for the options of removal, but aren't we supposed to provide pricing for the option of removal when the bid is due on 11/16/2022? Please clarify.

You cannot provide pricing for the options of removal until after award of the contract and you have had time to conduct reconnaissance.
