Scope of Work

22ZA2AJ8- EMG Repair Freezers

1. Specifications:

NERO FACILITIES ADMINISTRATOR

a. Introduction:

The Federal Bureau of Prisons (FBOP), Federal Correctional Institution in Fort Dix, New Jersey, (FCI Fort Dix), 5756 Hartford & Pointville Rd , Joint Base MDL, NJ 08640, intends to make a single award to a responsible entity to provide all necessary equipment and Freezer Doors.

b. Scope of Work:

i. Contractor Responsibilities:

1. An on-site is required to ensure proper equipment and components being awarded is in compliance with all applicable codes and standard for its specified location and use.

2. Contractor will be responsible for all measurements of the required freezer doors, to ensure a proper seal in the existing opening of the freezer box, and the required equipment located at building 5754.

3. Contractor will be responsible to ensure building 5805 freezer door is NFPA code standard for

Fire Prevention. Freezer door in building 5805 will be supplied and installed by the contractor.

4. Contractor shall be responsible for the procurement and delivery of all equipment.

5. Contractor shall coordinate with the COR's designated Point of Contact (POC) to coordinate a schedule for the delivery of equipment.

6. Contract shall commence work ten (10) calendar days after order of issuance, and the awarded

Contractor will delivery equipment for the project within ninety (90) calendar days after notice to proceed (NTP). Contractor will send written confirmation , via email , to the Contracting Officer and the site POC after finalizing the installation start date.

7. Contractor shall be responsible for proper tool and equipment control , and sanitation when performing installation of Freezer door in building 5805. Sanitation of the work area is crucial to the security of the institution. During normal working conditions debris, trash, and remnants are discarded, which could be used by inmates for situations of escape and/or harm to staff/contractors or others. No debris, trash or remnants shall be left on the work site at the end of the day.

8. Contractor shall report to work at the designated time and location, and shall follow all rules related to contract staff for the safety and security of the institution.

9. Contractor shall abide by all of the institution 's security requirements. Contractor must recognize that security has the utmost priority and the Contractor will allow for unproductive work times, caused by unforeseeable security issues, such as but not limited to lock-downs, weather conditions and/or any other security situation determined by the institution.

ii.

10. Contractor will be permitted to wear jeans in the institution, however, green, tan and khaki-color clothing will not be prohibited. The clothes will be proper and suitable for the services that are being provided.

Government Responsibilities:

1. The FBOP will assign roles and responsibilities for FBOP individuals that will be responsible for the planning, project administration and coordination of activities .

2. The FBOP-designated POC will be authorized and available to accept the equipment and materials provided by the Contractor/Manufacturer for the agreed upon timeframe.

c. Equipment Removal and Installation:

FCI Fort Dix Staff will be responsible for the removal of existing equipment.

i. Contractor will ensure removal of existing freezer door located in building 5805.

ii. Contractor will ensure that all parts and/or equipment are adequately sized and fully functional.

d. Equipment:

Contractor will provide the necessary equipment to replace existing equipment at FCI Fort Dix, New Jersey Food Service Department per manufacturer's specifications. as follows: Five (5) freezer doors, one (1) door must be fire rated in compliance with NFPA, One (1 ) cooler condensing unit, Two (2) walk-In cooler evaporators, Three (3) freezer condensing units, and Four (4) freezer evaporator units. All equipment must comply with OSHA, (EPA) and or any other applicable codes or standards.

Four (4) - horizontal slider freezer doors and tracks

I. Door panels' shall contain at least 4" of foam insulation with an "R" rating of 32 or greater. The door panel frame shall be reinforced with steel corner and metal skin with a minimum gauge of 26 or greater, including an exterior kick plate extending to minimum of 24 inches from bottom of 26-gauge metal or thicker.

II. Insulated wall casing , header, and track system with integrated hood be aircraft grade aluminum extrusions.

Ill. Trolley assembly shall have stainless steel bushing and bearings at each panel hanging points IV. Track system shall provide a down and in motion to closed position. Guidance system shall include a floor mounted adjustable, non-marring stay rollers, panel mounted guide rail and leading edge hook.

V. Gasket shall be panel mounted and constructed of heavy-duty material, and have an adjustable bottom sweep.

VI. Exterior and interior pull handles provided.

VII. All hardware and mechanisms shall be heavy-duty corrosion resistant materials.

VIII. Door shall be equipped with a full perimeter, regulated heating system.

IX. Door panels shall be UL listed or equivalent, and built to NFS standards.

X. No organic materials such as wood or wood composites shall be used in door panels, casings, or headers.

XI. Locking mechanism installed.

a. One (1) NFS Standard Fire Rated slider freezer doors and tracks to include all features and specs listed above. Designed to be installed with the front of the door in rooms with temperature +33 °F and above.

Maximum cold room temperature on back of fire-temp Freezer door is -20°F.

b. One (1) condensing unit, air cooled , outdoor for environmental conditions within our local region 's weather conditions, high temp, compressor, EZ-Line scroll , R407A,R407C, R404A, R448A, R507, 7.6 HP, 208-230v 3ph 60hz, w/ receiver.

c. Two (2) walk-in evaporators, TPLP low profile, electric defrost ESP, medium temp 6 - FPI , R407A, R407C, R448A, R449A, R404A, 4080 CFM, 208-230v 1 ph 60hz

d. Three (3) condensing unit, air cooled, outdoor for environmental conditions within our local region 's weather conditions, semi-hermetic, TESA line, AWEF, low temp, 10 HP, 460v 3ph, 60hz, R404A, R507, w/ receiver

e. Four (4) evaporator units for walk-ins require, 6 FPI , electric defrost, low profile, shaded pole motors, 24000 BTUH -20°F, 208-230v, 1ph, 60hz , 15" H x 15" Wx 109-1/2" L.

2. Contractor Security/Working Regulations:

a. Work Hours:

i. The site will be available during the hours of 7:00 am to 3:30 pm Monday thru Friday, with Federal Holidays off, unless otherwise written approval is made by the Federal Bureau of Prisons (FBOP) to the contractor. Work time will be based on a forty (40) hour work week , including check-in and check out procedures. All personnel and tools will need to be at a designated location by 7:00 am for tool inventories and 3:00 pm for final check-out. The work will continue until the project has been fully completed/accepted , but not to exceed ninety (90) calendar days. Any deviation from this schedule must be approved by the Contracting Officer.

ii. Access to the site will be available during normal working hours except during emergencies. It shall be the responsibility of the contractor to familiarize himself, his employees, and his subcontractors of the working hours and conditions in the correctional facility, as working hours may not constitute a full eight-hour workday. The Government assumes no responsibility to the contractor or to any of his subcontractors for shorter hours due to institutional emergencies or entry and/or exit of workers necessitated by normal institution routines.

iii. Contractors should plan for a certain amount of time accrued for security considerations , i.e., check in screening, delay due to inmate movements, institution lock-down, institution emergencies , etc. In the event of an institution emergency, the contractor will be instructed to secure all work, secure and stow all tools, equipment and materials, and the contractor will be escorted out of the institution. Work will resume once the institution emergency passes.

b. Delivery of Materials:

i. All construction materials/equipment required for work on this project is required to be processed by the contractor and coordinated with the institution Contracting Officer's Representative for temporary storage.

ii. Any construction related deliveries which are directly shipped to the contractor can be received between the hours of 7:00 a.m. to 3:00 p.m. , Monday through Friday, excluding Federal Holidays. At no point will a Bureau of Prisons (BOP) staff member receive or sign for a delivery if the contractor or his representative is not present to verify and accept the delivery.

iii. Under no circumstances will FCI Fort Dix or its staff be responsible for the acceptance of any contractor or company deliveries. The contractor shall be responsible for providing their own means of loading and unloading contractor material or equipment.

c. Security Clearance/Contractor Badges:

i. All contractors will be required to complete an NCIC background check and pass the background clearance prior to entry of the institution per the guidelines for the Bureau of Prisons.

d. Safety and Personal Protective Equipment:

All contractors and employees shall have and wear the required personal protective equ ipment (PPE) prescribed by industry standards at all times while on the job site. It is the responsibility of the contractor to provide all PPE equipment.

e. Additional Considerations:

i. Contractors will NOT be allowed to bring cell phones, cameras or two way pagers into FCI Fort Dix.

The Facilities Department maintains a digital camera that will be utilized by BOP staff to document the project work. The contractor may request copies of these documentation photos for record keeping.

ii. Contractor will be permitted to wear jeans in the institution, however, green, tan , or khaki-color clothing will not be allowed. The clothes will be proper and suitable for the services that are being provided.

iii. Lunches will be consumed at the work site. Contractor shall ensure they have everything they need for their lunch when they check-in first thing in the morning.

i. Federal smoking policy on Federal property states that smoking is only allowed in designated areas. This policy will be strictly enforced.
