STATEMENT OF WORK

Digital Imaging of General Charles Young and the Buffalo Soldiers Collections located at the

Ohio History Connection/National Afro-American Museum and Cultural Center

(OHC/NAAMCC).

Confidentiality

The information developed under this Contract is the property of the U.S. government and shall be kept in strict confidence.

Introduction

This project is for a museum professional(s) to digitize items that are in the collection(s) related to General Charles Young and the Buffalo Soldiers at OHC/NAAMCC. These items will then be utilized by Charles Young Buffalo Soldiers National Monument (CHYO) to be incorporated in our future permanent exhibits park programs and online educational platforms.

Background

CHYO

The CHYO site is the 401st unit of the National Park Service and is located in Wilberforce, OH.

This site was established on March 25, 2013, and serves as the focal point for all things related to the legacy of the Buffalo Soldiers and General Charles Young. CHYO is in the process of a major historic home renovation that will restore the home of General Charles Young to its period of significance during the early 1900s. The site plans to use the items that are in the collections at the OHC/NAAMCC to develop its permanent exhibits after the site is completely renovated in 2023. CHYO currently uses park created exhibits and waysides to convey our site-specific story.

Once our site is back open to the public and we have created our new exhibits we plan to continue to research and develop programs and projects related to General Charles Young and the Buffalo Soldiers. The historic home of General Young will serve as our visitor center/ staff offices, and we will use the items found in this project to develop interpretive and educational products for the entire site.

OHC/NAAMCC

The National Afro-American Museum & Cultural Center opened to the public in April 1988. The museum is the permanent home of one of the nation’s largest collections of African American materials, with over 9,000 artifacts and artwork, 350 manuscript collections, and thousands of photographs. Items include Alex Haley’s typewriter and his final draft of Roots, a buffalo hide coat worn by a Buffalo Soldier, Gregory Hines’s tap shoes, collections representing the Black

Arts Movement of the 1960s, and a vast collection of Black dolls, including the recently donated

Lillian Bartok Collection. The OHC/NAAMCC also has the largest collection of items related to

General Charles Young. These items were purchased over the past forty-five years starting in the late 1970s when the home of General Young was sold at auction.

Over the years, thousands of visitors have enjoyed the museum and its exhibits. The museum has also hosted numerous dignitaries including former President George H. W. Bush, heavyweight-boxing champion Muhammed Ali, historian and Ebony Magazine editor Lerone

Bennett, Jr., acclaimed artist Benny Andrews, musician Winton Marsalis, Hall of Fame basketball coach John McLendon, educator Dr. Alvin Poussaint, and Hall of Fame basketball player Oscar Robertson.

Objectives of Work

The purpose of this work will be to digitize the items in the OHC/NAAMCC collection to be used by the CHYO site to develop interpretive displays in our permanent exhibits as well as online platforms. These items relate to General Charles Young and the Buffalo Soldiers and directly correlate to the story that we interpret at the CHYO site.

The Contractor will be responsible for the following

1. The contractor will oversee a vendor contracted to digitize up to 41 linear feet of NAAMCC’s archival collections related to General Charles Young and the Buffalo Soldiers. The collections covered under this contract are:

a. NAM MSS 02 Omega Psi Phi Collection of Charles Young Material

b. NAM MSS 03 Collection of Charles Young Material

c. NAM MSS 21 Brigadier General Charles Young Family Archive Collection

d. NAM MSS 22 Coleman Collection of Charles Young Material,

e. NAM MSS 2041 John Motley Collection

f. NAM MSS 2042 John Holland Collection

2. OHC/NAAMCC will retain title to and intellectual control of these collections before, during, and after the project period. OHC/NAAMCC will not be transferring any physical collections to

CHYO.

3. OHC/NAAMCC will still own the files that are processed. They will make these collections and related digitized files available to CHYO for non-commercial museum uses including exhibition, further research, documentation, and publicity.

4. The contractor will host a monthly project update meeting with CHYO.

Standards

All images should follow the following format guidelines or better depending on the kind of image that is being processed. Please note that these are the minimum benchmarks for the images that we plan to use for our permanent exhibits.

1. Black and white: For text, and may also be used for line drawings, de-screened halftones

a. 600 dpi, 1-bit or bitonal TIFF images 3. Images must be sized and saved at 1:1 scale to the dimensions of the original page.

b. Images must be saved uncompressed or with lossless compression. Where images are compressed, they must be made available in the Group 4 (ITU-T6) format. The images may be interpolated from 400 optical dpi 8-bit images.

2. Grayscale: For covers and illustrations printed in black and white. Recommended, but not required.

a. 300 dpi, 8-bit grayscale uncompressed TIFF, or lossless compressed image (e.g. LZW, JPEG2000). Images must be sized and saved at 1:1 scale to the dimensions of the original page.

b. The dpi specification will relate directly to the font-size and page dimensions of the original source document, and to local definitions of legibility and fidelity. In many cases, 400 dpi will be preferred. Where larger pages are concerned, the lower dpi specification may be required.

3. Color: For covers, and meaningful text or illustrations printed in color. Recommended, but not required.

a. 300 dpi, 24-bit color uncompressed TIFF, or lossless compressed images (e.g. LZW, JPEG2000). Images must be sized and saved at 1:1 scale to the dimensions of the original page. RGB and YCC are the recommended color spaces for masters, particularly when only one master version is produced.

b. The dpi specification will relate directly to the font-size and page dimensions of the original source document, and to local definitions of legibility and fidelity. It may also relate to the perceived artifactual value of the source object or the extent to which its physical characteristics such as foxing, etc., are perceived of as conveying some important information or meaning.

General

The Contractor shall furnish sufficient technical, supervisory, and administrative personnel to ensure the expeditious accomplishment of the work specified in this Statement of Work (SOW).

Additionally, the Contractor shall furnish all services, materials, supplies, equipment, investigations, studies, and travel required in connection with this SOW.

Tasks

1. The contractor will develop an on-site performance visit itinerary and select dates for the on-site performance visit(s) in consultation with the COR and CHYO staff.

2. The contractor will conduct on-site performance visit(s) with the COR and CHYO staff.

3. The contractor will conduct start-up and close-out meetings with park staff during on-site performance visits.

Products, Deliverables & Performance

1. The contractor will digitize all of the General Young collection items listed on page two, section one of this Statement of Work.

2. These items will be digitized during the contract period.

3. Each item will be properly labeled organized and sorted by category and timeframe.

a. General Young Related Items

i. Military Items

1. 9th & 10 Cavalry

2. Military Attaché

3. West Point

4. Stateside and Overseas Posts, etc.

ii. Wilberforce University (WU) Items

1. Professor of Military Science and Tactics

2. WU Band

3. WU Fraternity Items

4. WU Pictures, Letters, etc.

iii. Youngsholm Photos

1. Photos in and around the home.

2. Photos of General Young’s time in Ripley, OH and other locations.

3. Family Albums and related items, etc.

iv. Buffalo Soldiers Items

1. 9th, 10th Cavalry

2. 24th and 25th Infantry

3. 1866-1953, etc.

v. Omega Psi Phi Fraternity, Inc. Collection Items Related to General Young

1. Young as an honorary member.

2. Young’s legacy as a member of the fraternity.

4. All other materials generated for this task agreement will be submitted with the final report.

a. Documents related to the digitizing of young materials.

b. The original collection that each item was gathered from.

c. The contractor is responsible for contacting the Contracting Officer

Representative (COR) to coordinate the on-site performance visit dates. The initial on-site performance visit will occur within 30 days after award of the contract, at a time agreeable to the contractor and park staff.

Submission of Draft Schedule

The first rough draft will be submitted to the COR and park management at our on-site performance visit close-out meeting for CHYO at the end of the project period. This draft will be in a digital link format that will allow the COR and CHYO staff to view all the items that have been digitized.

The contract period will end one calendar year from the signing of this agreement. The COR will have quarterly meetings (every 3 months) with the contractor to keep them up to date on the current progress of the digitizing. It is expected that roughly 10.5 linear feet of documents be digitized every quarter. The final meeting will take place at our onsite close out performance visit.

At this time all of the items that have been digitized from the 41 Linear feet of artifacts related to

General Young and the Buffalo Soldiers will be inspected to make sure they meet the standards outlined in this contract.

NPS staff will review and comment NLT 45 days after the rough draft has been submitted. This revised draft will then be returned to the contractor.

Once the revised draft is received by the contractor, the contractor will complete the final draft and submit to the COR NLT 45 days after receiving that revised draft.

NPS staff will then complete final review and sign NLT 15 days after receipt of final draft from contractor.

NPS will then return the final draft signed and approved to the contractor. Contractor will then be required to submit the completed updated project NLT 45 days after signatures and approvals.
