Cloud Seeding for Rain Enhancement in West Texas

Scope of Work The contractor shall provide forecasting and nowcasting for the Trans-Pecos region of West Texas to identify seedable cloud targets for rain enhancement research operations. Additionally, the contractor shall provide real-time vectoring of aircraft to these target sites. Data from these seeded targets will be collected and archived for evaluation on a bi-weekly basis. The evaluation will quantify changes in the electrostatically seeded clouds compared to unseeded, and when available, conventional, dual-seeded clouds. The evaluation will show percentage increases in precipitation and overall water production. The specific work requirements are as follows:

1. Since the operations will be conducted in West Texas, the contractor shall have a functional communication system established for proper communication with the project pilot.

2. Since the cloud seeding system season in Texas is between May and September, the meteorologist must be available for at least three months during that time period.

3. The meteorologist must possess and be trained to use National Center for Atmospheric Research TITAN software for operational use and evaluation.

4. Since the research will be conducted in Texas, the contractor must be licensed by the Texas Department of Licensing and Regulation for weather modification operations.

Qualifications

The contractor must:

1. Have a minimum of 10 years of cloud seeding operations and evaluation experience.

2. Have a minimum of 5 years’ experience using TITAN software.

4. Be a current weather modification operator certified by the Weather Modification

Association.
