About this file
This is a Statement of Work for an Electronic Key Management System (EKMS) to be installed at the VA Sheridan Health Care System. The contractor shall supply and install a single EKMS cabinet with 180 locked key positions that is expandable for future campus-wide implementation. The system must incorporate durable metal-on-metal key ring connections, a glass or polycarbonate door for visual verification, a minimum 7-inch capacitive touch screen, and accommodate up to 40,000 users per system. The EKMS must include an access card reader compatible with VA Sheridan Health Care System cards, web-based management software capable of full integration with the existing Gallagher Security access control system, locking steel cable seals with numbered identification tags, and battery backup providing minimum 4-hour functionality during power loss.
Professional services shall include certified installation by the EKMS manufacturer's trained team, wall mounting with proper anchoring, on-premises software installation and setup, integration into the Gallagher PACS platform, and minimum 2 hours of software training for the system administrator. The EKMS management software must be approved on the VA's OIT TRM website. Hardware shall meet ANSI/BHMA Grade 1 standards with industry-standard cybersecurity measures and compliance with federal security policies. Acceptance criteria include precise key tracking with removal and return logs, seamless system integration with automated alerts for overdue keys, and completion of all hardware, software, documentation, and training deliverables. The contractor must demonstrate three years of documented experience with similar federal, state, or local government projects and provide warranty and service support available during VA Sheridan Health Care System operating hours. A two-year standard warranty on all materials is required, and the government prefers availability on a GSA contract vehicle for procurement and future expansion.
