About this file
This is a Statement of Work for a comprehensive fiber optic network assessment at NPTU Charleston, spanning two campuses with interconnected infrastructure serving surveillance and access control systems. The contractor shall perform cleaning and inspection of all fiber optic connector end-faces using appropriate tools and document results per IEC 61300-3-35 criteria. Bi-directional insertion loss testing must be conducted on all terminated fiber strands using calibrated Optical Loss Test Set (OLTS) equipment at 1310 nm and 1550 nm wavelengths per TIA-568.3-D standards, with results documented for each strand. Optical Time-Domain Reflectometer (OTDR) testing shall be performed on all failed OLTS strands and previously identified faulted cables, with fault locations, event types, and reflectance values documented and trace files archived. Additional testing includes bare fiber adapter testing of unterminated spare strands to determine continuity and viability.
The physical infrastructure assessment encompasses visual inspection and documentation of fiber patch panels at four building locations, three junction point enclosures, and nine defensive fortification point enclosures across north and south campuses. The contractor shall inspect and photograph all camera-side termination points, cable types, jacket ratings, strand counts, connector types, and pathway conditions. Specific assessment areas include 28 cameras on the north campus with various cable configurations (2-strand to 144-strand backbone cables using ST-to-ST, ST-to-LC, and LC-to-LC connections) and 18 cameras on the south campus with similar connector configurations. Labeling compliance must be assessed against TIA-606-C standards. Deliverables include a comprehensive assessment report with prioritized remediation recommendations by criticality level, digital OLTS and OTDR test reports, connector inspection images, updated fiber strand assignment matrix, photographic documentation, and as-built drawings. Work hours are Monday through Friday, 7:00 AM to 4:00 PM.
