About this file

This document is a Contractor Special Conditions requirement for work at the Naval Nuclear Power Training Unit (NPTU) Charleston, a Naval Reactors activity located in Goose Creek, South Carolina on Joint Base Charleston-Weapons Station and subject to Executive Order 12344.

Contractors must submit a Plan of Action document no later than ten days prior to the work start date, detailing procedures for the work including performance of procedural steps, interruption or use of services, energy isolations, required NPTU support, safety hazard mitigation, and environmental concerns. NPTU approval of the Plan of Action is mandatory before any onsite work begins. Daily work coordination is required with the Site Work Controls Officer (WCO), with contractors meeting the WCO prior to commencing work each day and providing status updates at day's end. Work cannot begin until authorized by the WCO. All contractor personnel must submit visit requests at least five business days prior to arrival; controlled section access requires ten business days' advance notice. NPTU is a high-security facility with restricted contraband materials including Personal Electronic Devices (PEDs), cameras, cell phones, personal computers, radioactive materials, classified material, radio transmitters and receivers, personnel monitoring devices, and optical and magnetic media—all prohibited unless prior authorization is granted. In medical emergencies, contractors must immediately notify NPTU Security at 794-3333 or (843) 794-3095, followed by notification to contractor management and the WCO. During severe inclement weather, work is suspended at least 72 hours prior to projected landfall, with contractors required to remove all vehicles, tools, and equipment from NPTU within that timeframe.
