About this file
This is a Statement of Work (SOW) for the installation of a three-phase buck/boost transformer system at Coast Guard Cutter WYACONDA's shore-tie facility in Dubuque, Iowa. The work addresses electrical compatibility issues arising from the existing 120/120/208 VAC Wye/Delta transformer configuration provided by Alliant Energy. The contractor must replace this configuration with a 208Y/120 VAC Wye transformer followed by a buck/boost transformer that delivers 230-240 VAC phase-to-phase and 120 VAC phase-to-ground service, ensuring compatibility with the cutter's electrical requirements.
The SOW encompasses seven primary tasks: project management and coordination with the USCG, Alliant Energy, and other stakeholders; site assessment and design verification of existing electrical infrastructure; procurement of the three-phase buck/boost transformer and all ancillary materials including enclosures, conduit, conductors, and grounding components; transformer installation downstream of the utility metering point and upstream of the shore-tie receptacle; testing and commissioning including continuity, insulation resistance, and voltage verification; and documentation and closeout with provision of transformer data sheets and commissioning reports. All work must comply with NFPA 70 (National Electrical Code), IEEE 45 and C57 standards, MIL-STD-1399 Section 300, OSHA 29 CFR 1910, and local Authority Having Jurisdiction requirements. The contractor must provide qualified personnel including a dedicated Project Manager available Monday through Friday, 0800-1600 local time, with 24-hour response capability for technical issues. The related RFQ (70Z02926QNEWO0000006) is a small business set-aside (NAICS 238210, PSC Z1NZ) with award based on lowest price technically acceptable.

STATEMENT OF WORK (SOW)
FOR
Transformer Installation Between City Power and Shore-tie Receptacle
1.0 GENERAL
1.1 BACKGROUND
Coast Guard Cutter (CGC) WYACONDA operates on 240 VAC phase-to-phase and 120 VAC phase-to-ground electrical service. The existing city power configuration provided by Alliant Energy consists of a 120/120/208 VAC Wye/Delta transformer configuration, which has resulted in electrical compatibility issues when CGC WYACONDA is connected to the shore-tie receptacle.
The United States Coast Guard requires replacement of the existing city-owned transformer configuration with a 208Y/120 VAC Wye configuration. Following the utility metering point, a three-phase buck/boost transformer will be installed to provide the required 230–240 VAC phase-to-phase and 120 VAC phase-to-ground service at the shore-tie receptacle.
1.2 SCOPE
The Contractor must furnish all labor, materials, equipment, tools, supervision, testing, and documentation necessary to complete the transformer installation between the city power transformers and the shore-tie receptacle in accordance with this SOW.
1.3 OBJECTIVE
The objective of this SOW is to obtain a qualified contractor to install and integrate a three-phase buck/boost transformer system that provides the correct voltage and configuration required to safely and reliably supply shore power to CGC WYACONDA.
1.4 APPLICABLE DOCUMENTS
The Contractor must comply with the latest editions of the following standards, as applicable:
· NFPA 70, National Electrical Code (NEC)
· IEEE 45, Recommended Practice for Electrical Installations on Shipboard
· MIL-STD-1399, Section 300, Interface Standard for Shipboard Systems – Electric Power (where applicable to shore interface)
· IEEE C57, Standards for Transformers
· OSHA 29 CFR 1910, Electrical Safety
· Local Authority Having Jurisdiction (AHJ) requirements
