TASK OBJECTIVES
The objective of this SOW task is to provide support to USDA ARS with management aspects of the Beltsville Agricultural Research Center (BARC) Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) program to meet its regulatory obligations as set forth under the 1998 Federal Facilities Agreement (FFA) between the Environmental Protection Agency (EPA) and USDA ARS.
The SOW SUBTASKS are provided in more detail below.
SOW SUBTASKS
Subtask 1 - SITE MANAGEMENT PLAN UPDATE The SMP describes and establishes all procedures and ARS priorities for the CERCLA program and is updated annually. The SMP shall be updated to the 2025 version including changes in projected schedules for investigation and cleanup activities. The SMP shall be prepared following the FFA between ARS and EPA, Section XI (https://cercla.ba.ars.usda.gov).
This task will consist of the following elements:
· Reviewing and revising the status and projected schedules of all active CERCLA projects at BARC. The Contractor shall provide general recommendations for schedule priorities to cover activities in the years following the period covered by the current SMP document.
· The Contractor shall provide an Internal Draft SMP for review by ARS.
· The Contractor shall address comments received on the Internal Draft and shall submit a Draft SMP for EPA review.
· The Contractor shall work with ARS and EPA to address all comments received on the Draft SMP and shall issue a Final SMP.
The Contractor shall provide the final SMP submittal in both hard copies and electronically as an Adobe pdf document. A digital (pdf) version will be inserted into the IR and the BARC CERCLA website (https://cercla.ba.ars.usda.gov).
Subtask 2 - EPA CERCLA PROGRAM MEETING SUPPORT – SCRIBE The FFA governs CERCLA response at BARC and requires program meetings. ARS and EPA have historically implemented quarterly meetings to discuss ongoing Remedial Investigations, risk assessment and management, technical issues, schedules, guidance, and procedures.
Meetings previously were alternately held at BARC and EPA Region III offices in Philadelphia. Since 2018 no meetings have been held in Philadelphia. Therefore, assume only one (1) joint ARS/EPA meeting will be held at BARC that will include a site tour. Starting in 2018, ARS and EPA commenced a bi-weekly conference call with active contractors to address CERCLA AOC program issues outside of the quarterly meeting process to expedite progress. The Contractor should have the means to utilize the MS TEAMS format for virtual meetings.
The Contractor shall provide BARC with a ‘scribe’ for one years’ worth of meetings including approximately 26 bi-weekly conference calls.
The Contractor shall provide a scribe to support ARS’s and EPA meetings, the scribe’s responsibility shall be as follows:
· Agenda Preparation (format to be provided by BARC) – the draft agenda shall be based on the previous meeting minutes and unresolved issues. The draft shall be sent out not later than three days before the scheduled meeting so that changes and modifications of the agenda may be facilitated with input from EPA/ARS and the contractor(s). The final bi-weekly agenda and quarterly agenda shall be provided by email the day before the meeting. Not all meetings may require the participation of all BARC contractors to be present.
· Meeting Minutes - The scribe shall take notes and not participate in the meeting. They shall not be in a support role for any of the AOCs under consideration that would require their direct participation.
· Draft Meeting Minutes - The scribe shall provide draft minutes within seven (7) calendar days of the previous conference call.
· Final Meeting Minutes - The scribe shall provide final meeting minutes with all comments incorporated with the next draft meeting agenda.
The Contractor shall schedule and coordinate meetings. Topics shall be solicited from all participants suggest topics for inclusion and discuss them in advance with the ARS RPM and develop appropriate materials for distribution to ARS and EPA Region III. Deliverables include the preparation of meeting agendas and minutes to be distributed to all attendees. Meeting minutes include decisions made and provide a record of commitments by the parties. A meeting agenda shall be developed in advance of each meeting. After each meeting and conference call, minutes shall be prepared in the draft and provided to the ARS RPM for review to document the discussions and identify action items. Upon approval, meeting minutes shall be distributed to all attendees electronically and provided to the AR for inclusion.
Subtask 3 - BARC CERCLA PROGRAM SUPPORT The Contractor shall provide environmental program support related to technical issues that are outside of specific projects or AOCs currently being investigated. This supplemental support provides limited ‘ad hoc’ services related to the following categories listed below:
· Providing technical and regulatory support to ARS related to the BARC CERCLA program;
· Providing IT technical support to update and maintain the IR/AR public facing website.
· Responding to questions and/or information requests on human health and/or ecological risk from EPA or ARS as necessary;
· Track existing or developing regulatory requirements that may impact the BARC CERCLA Program;

· Providing professional technical analysis and advice;
· Collect, copy, and/or transmit technical information, relevant data, or technical documents as requested;
· Providing support to the ARS Program on emerging issues, public communications, and third-party technical evaluations.
· Providing site-specific and programmatic background information on CERCLA activities at BARC.
· Supporting meetings and conference call on technical or decision-making topics. (The need for such meetings and supplementary support e.g., scribe, agenda, minutes, etc. should be evaluated on a case-by-case basis.)
· Developing, reviewing, or responding to comments for SSP sites or other CERCLA deliverables.
This task shall be supported by mid to senior-level scientists and engineers with CERCLA experience for not more than a period of 1 ‘ full-time equivalent’ (FTE) for 10 (10) weeks.
Subtask 4 - Fact Sheet and Mapping Update
This task requires the annual update of nine (9) fact sheets, available to the public on the ARS internal and public-facing web page. These documents provide the foundational outreach material used for public meetings. The Contractor shall provide the ARS BARC Information Staff with an update of activities that have occurred, and progress made at BARC during the preceding year. Information provided for review includes updating fact sheets and revising a full-size map of BARC AOC status. The Contractor shall prepare all Fact Sheets in draft form for review by the ARS RPM. Any comments and edits shall be addressed, and final Fact Sheets uploaded to the online IR/AR.
The BARC site map is updated annually. This task shall include updating the map with AOC site status changes using the existing color-coding to indicate BARC’s site investigation and cleanup progress. The Contractor shall deliver an electronic version (pdf) and full-size (11x17 inches) paper copy to the ARS RPM and shall also upload the electronic version to the IR/AR.
Subtask 5 – Master Risk Assessment Plan Update
