Brief description of work for base bid and options is as follows:
1) Pothole Repair
a. Remove loose and foreign materials from the repair area. Remove water, dry and apply tack coat to the surfaces of the repair area unless otherwise directed.
b. Place hot mix asphalt in horizontal lifts of appropriate depth. Finish to grade and compact to conform to roadway surface. Compact with hand tamps, mechanical tampers, or rollers. Compact to achieve full consolidation.
c. Repair pavement edges to the line and grade of original pavement. Clean roadway surface after repair operations. Dispose of materials removed as directed or approved.
2) Chip Seal
a. Reference Item 422 of ODOT Construction and Material Specifications 2019 Edition.

c. Prepare road surface to remove all loose debris, leaves, soil, material accumulations, etc. prior to applying chip seal.
d. Place the chip seal when the air temperature is above 60° F and pavement temperature is between 60° F and 140° F. Do not perform this work if temperatures are forecast to fall below 50° F within 24 hours of the work or if the weather conditions do not allow proper curing. Do not schedule the performance of this work for any time period before May 1 or after September 15 unless approved.
e. Construct a double chip and seal with ODOT #8 limestone cover aggregate.
f. Apply CRS-2P a minimum of .42 gallons per square yard per lift.

3) Partial Depth Repair
a. Reference Item 251 of ODOT Construction and Material Specifications 2019 Edition.
b. This work consists of partial depth removal of existing pavement in areas exhibiting surface deterioration, applying tack coat, and placing and compacting asphalt concrete.
c. Mark the areas in rectangular shapes. Square the sides of the repair area by saw-cutting or other approved methods. Ensure pavement is removed to the depth shown in the plans and that adjacent pavement is not damaged. If the adjacent pavement is damaged, remove all loose pavement to the depth specified in the plans.
d. Clean and dry the repair area and apply tack coat to the surfaces of the repair area and to fill cracks and joint openings.

f. Continuously compact each lift while the material is in a workable condition throughout the depth of the lift. Ensure that each lift is thoroughly compacted to a suitable density that will not result in displacement under traffic.
g. Seal the perimeter surface of the repaired area by applying a 2 to 4 inch wide strips of joint sealer.
h. Dispose of removed materials in accordance with the Environmental Procedures.
4) Pavement Repair
a. Reference Item 253 of ODOT Construction and Material Specification 2019 Edition.

c. The Engineer will designate the location and limits of areas to be repaired.
d. The pavement shall be cut to the limits marked and removed. Ensure that the pavement is removed to full-depth or to the depth shown in the plans, and ensure adjacent pavement is not damaged during removal. If the adjacent pavement is damaged, remove all loose pavement to full-depth or to the depth specified in the plans.
e. The exposed underlying material must be shaped and compacted. The asphalt material shall be as specified in the plans. Before placing asphalt concrete, all vertical faces of the existing pavement must be cleaned and coated with asphalt material according to ODOT Item 401.14. e. Perform the crack sealing operation within 250 feet of the cleaning operation.
f. Seal only cracks that are wide enough to permit entry of sealant. Tight cracks less than ¼ inch wide are to be sealed only if they are raveling or spalling. Do not seal cracks greater than 1 inch wide. Do not seal spalls and cavities greater than 4 inches wide.
g. For Type I and IV sealants, fill the entire crack reservoir from the bottom to about 1/16 inch above the pavement surface. The surface must be scraped immediately with a V-shaped or U-shaped squeegee to smooth the sealant at the surface. The band that remains on the surface after smoothing must be less than 2 inches wide. Wider bands must be rejected.

Submittal of a bid by a Contractor shall be accepted as prime facie evidence that the Contractor has examined the Specifications and the Job Site, as necessary and has satisfied themselves as to the nature and location of the work and all matters which can in any way affect the work or cost thereof, under the contract. The Contractor shall confine operations at the site of area permitted by the Project Manager. They shall not unreasonably encumber the site with materials or equipment and shall assume full responsibility for the protection and safekeeping of products that interfere with the operations of the facility and, if necessary, obtain and pay for additional storage areas.
