STATEMENT OF WORK

Contractor will furnish all necessary transportation, supervision, and labor to provide custodial services at the USDA-ARS-New England Plant, Soil and Water Lab (NEPSWL) at Portage Road, University of Maine, Orono, ME 04469 during the normal business hours of the location. NEPSWL requires services on Tuesday and Friday of each week. A minimum of three hours of services are required for each scheduled day of cleaning. Prior approval is needed if a service has been determined to need to be done after normal hours.

A. Contractor will furnish supplies and equipment, to include:

1.Vacuum cleaner and other necessary carpet cleaning equipment and supplies
2.Window cleaning equipment and supplies
3.Floor cleaning equipment and supplies
4.All paper goods, trash liners, hand soap, disinfectants, hard surface cleaners and germicidal detergents

B. Cleaning Specifications for twice weekly unless specified differently

Foyer
Sweep and mop floors with appropriate cleaning solution to remove all dust, dirt, and scuff marks.
Clean glass windows with appropriate cleaning solution to remove dust and streaks.
Low dust all horizontal surfaces to hand height, including ledges.
Verify that front entrance door is locked, and lights are turned off after services are completed.
Office Areas
Empty trash and recycling containers, change liners as needed and clean containers if dirt/moisture is present.
Dust all furniture including desks, tables, and counters as needed.
Low dust all horizontal surfaces to hand height, including windowsills, ledges, moldings, picture frames, heating units, etc. (once weekly)
Spot clean walls and doors
Vacuum all carpets and rugs present including in hallway.
Sweep and mop hallway floors with appropriate cleaning solution to remove all dust, dirt, and scuff marks.
Ensure office lights in unoccupied areas are turned off, and windows and doors are locked after room has been serviced.
Kitchen and Conference Room
Empty trash and recycling containers, change liners as needed and clean all surfaces if dirt/moisture is present.
Refill empty paper towel dispenser.
Clean and sanitize sinks (two) and countertops.
Clean and sanitize the exposed surface of large table and coffee maker table. (kitchen only)
Clean exterior surfaces of refrigerator and other small appliances.
Low dust all horizontal surfaces (except glass covered tables in conference room) to hand height including storage units, sills, ledges, moldings, picture frames, heating units, etc. (once weekly)
Spot clean walls, doors, and cabinets.
Vacuum chairs (as needed for kitchen and conference room).
Vacuum conference room carpet and rugs/runners.
Sweep and mop kitchen floor with appropriate cleaning solution to remove all dust, dirt, and scuff marks.
Turn off all lights and appliances (e.g., coffee maker and toaster oven) if the room is unoccupied.
Ensure that windows are locked, shades are down, and conference room exit back door is locked and bolted if unoccupied.
Report any dripping faucet and water leaks to building manager.
Bathrooms (three in Main building)
Empty wastebaskets and trash receptacles in stalls, change liners and sanitize if dirt/moisture is present.
Refill all paper towels, toilet paper and soap dispensers to normal limits.
Clean and polish mirrors.
Clean and sanitize sinks.
Clean and sanitize toilets.
Spot clean walls and doors.
Sweep and mop floors with appropriate cleaning solution to remove all dust, dirt, and scuff marks.
Report any dripping faucet and water leaks to the building manager.
Greenhouse (Entrance, Office, and Bathroom)
Sweep and mop bathroom floors only. (no service to remainder of greenhouse)
Vacuum carpet runner at front entrance
Empty trash containers, change liners, clean, and sanitize containers in the bathroom and headhouse.
Clean and sanitize bathroom toilet, sink, vanity, and mirror.
Clean and sanitize shower stall (once every two weeks)
Spot clean walls and doors
Refill all paper towels, toilet paper and soap dispensers to normal limits.
Report any water leakage.
Turn off lights in bathroom and any lights controlled by main entrance light switches when services are completed, and areas are unoccupied.
Secure building by verifying the front entrance doors is pulled shut and locked
Disinfect High Touch Surfaces -Applies to Main Building & Main Greenhouse’s Office/Headhouse
Door handles/ Push plates/ Door bars
Light switches
Sink faucet handles.
Phone receivers
Monthly Services
Spot clean walls and doors (all areas)
High dust above hand height (all areas)
Remove cobwebs from corners of ceilings (all areas)
Annual Services
Shampoo/steam clean carpets. (Conference and Office rooms)
Strip and wax tiled floors.
Emergency Calls
Vendor must be available for emergency calls.

C. Safety and Security

a. The contractor shall, at all times, exercise care and caution in performing the duties described in the statement of work so as not to cause injury to themselves or other people. The contractor shall perform the assigned tasks and duties in a safe manner in accordance with USDA, ARS and OSHA regulations and policies. The contractor shall provide evidence of insurance coverage, as well as evidence that employees performing work under the contract are bonded or otherwise insured against theft, damage, and loss.

b. Access to the site by the Contractor shall be coordinated with the Contracting Officer’s Representative (COR).

c. If any service is determined to need to be completed after normal business hours of the location, the contractor is responsible for the safekeeping of building keys. Lost keys must be reported immediately to the building manager. The contractor must ensure its employees do not prop building entrance and exit doors open or allow doors to remain open. When the contractor is providing custodial services outside of normal work hours, the contractor i). is responsible for contacting 911 for emergencies, ii). does not allow non-staff to enter any of NEPSWL buildings, iii). is responsible for ensuring all doors, including all office and entrance/exit doors, are locked and lights are turned off after services are completed.

D. Federal Holidays

a.The following is a list of the federal holidays. Work is normally not conducted on federal holidays; however, additional work hours may be authorized for the convenience of the Contractor upon written approval of the COR(s).
b.Normal Hours of Operation: Monday through Friday, 8:30 AM to 4:00 PM, excluding Holidays.
c.Federal Holidays: The Federal Holidays observed by the Federal Government are:

When one (1) of the holidays falls on Sunday, the following Monday shall be observed as a Federal Holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday by the U.S. Government Agencies. Also included would be any day specifically declared by the President of the United States of America as a Federal Holiday.
