Statement of Work Replacement of Dual Rapid Sand/Mixed Filter Media At Water Treatment Plant Bureau of Indian Affairs, RMR Crow Agency Crow Agency, Montana
BACKGROUND
The Bureau of Indian Affairs (BIA), Water Treatment Plant has two mixed media filters that were built and put into production in 1965. The top portion of media was replaced in 2011 but the bottom half and more importantly the under drain have not been exposed nor worked on since the manufacture date (1965). Due to this unforeseen maintenance, the production rate of the water treatment plant has been restrained. After calculation and testing, our present-day filtration rate in one filter is 1.26 gpm/Ft2. With both filters running, the highest volume produced is 150 gpm compared to the manufacture rated 535 gpm.
OBJECTIVES
The objective of this Statement of Work (SOW) is to define and establish a general scope of services necessary for the two mixed media filters removal, repair, and installation. The intent of this SOW of work is to contract services to replace the mixed media and underdrain repair on two filter systems at the Water Treatment Plant located at Crow Agency, Montana.
SCOPE
The goal of this project is to contract the replacement of two (2) Rapid sand/mixed filter media and repair of two (2) underdrain systems so the Water Plant can produce enough water to supply Crow Agency’s distribution system.
TASKS
It is the bidder’s responsibility to review all plans, design, drawings, and specifications to confirm existing conditions that would be applicable to the successful completion of the project.
It shall be the responsibility of the bidder to verify the size, amount, and correct placement of new filter media prior to submitting a bid. It is recommended that a site visit be scheduled with the Contracting Officers Representative for equipment and verification. Based on manufacture data a single filter shall have a filtration rate of 2.5gpm/Ft2 which will produce 267gpm and/or 534gpm with both filters.
The contractor shall provide and Labor, Equipment, Materials, and the oversight to complete the project in accordance with manufacturer's recommendations, attached plans, and specifications.
The contractor shall be responsible for all costs associated for the replacement of Filter material, clearances, and dispose of all old media in accordance with all federal and state regulations. The contractor shall be responsible for storage, final shipping, and delivery cost from the factory to the final site.
The contractor shall start by isolating the filter process unit from the Treatment System, temporarily taking it out of service to engage in the work employing industry standard practices.
Removing all filter media from both filters. Disposal of said media at the old wastewater lagoons in Crow Agency, MT in accordance with any applicable Federal, State, and Local regulations.
Examination of the underdrain system by the contractor will then establish the plan for restoration or complete rebuild. Contractor shall rebuild/restore both underdrain systems for each filter.
The contractor shall sand blast the inside walls of each filter keeping the air quality of the water treatment plant under control. After sandblasting, the filters will undergo a new coating to protect the metal from immediate erosion.
The media will be evenly placed in the filters using specific depths to each layer after coating has dried,. The media type is as follows:

The contractor will perform 2 separate backwashes for each filter (4 Backwashes total) after media is prepared, The contractor will scrape 3/4 of an inch off the top to remove any fine pieces of anthracite, after each backwash.
The Contractor shall backwash the surface and the filters shall be put back into production when there are no fine particles.
The contractor shall ensure proper operation of all new equipment.
The contractor shall demark exterior work areas in accordance with the OSHA requirements as a work area.
Contractor shall clean project debris daily at days end.
The contractor shall provide a 48-hour advance notice to the agency facilities manager and occupants, before beginning work on each unit.
The contractor shall ensure all materials submittal with technical specifications be submitted to the Contracting Officer Representative for approval before installation.
The contractor shall be solely responsible for the safety of the contractor's employees, contractor's work, work procedures, materials, equipment, transportation, signage, and relative activities and equipment.
Contractor will also be responsible of the public safety in the immediate area of the project.
The Contractor shall comply with applicable State and Federal and Tribal codes and standards to include:

The Contractor is responsible for applicable local Tribe, TERO fees and any other applicable tribal taxes in addition to applicable state taxes, if any.

The Contractor shall be responsible for obtaining and submitting the Contractor's insurance certificates within ten calendar (10) days of contract award.
The Contractor shall determine the eligibility of contractors to perform the work required within their contracts. A check of the Debarred and Suspended Contractors list must be performed before all contracts are entered into.
The Contractor will be responsible for the inspection and quality controls of the construction work as it progresses.
The Contractor shall perform daily on-site surveillance checks of the work to ensure that the work is progressing and proceeding as planned and that its inspector and construction management team are appropriately administering the work.
The Contractor shall provide digital daily construction progress reports submitted by email weekly to the COR. Digital files shall be Portable Document Format (*.pdf) files.
Submit digital copy of shop drawings or other submittals required under the construction contract prior to the start of any work to the CO and COR for review and approval.
Quality control plan shall be submitted and approved 2 weeks before start of the project.
Request for Information shall be submitted and approved 2 weeks before start of the project.
The Contractor shall provide Construction contractor payment requests, construction Subcontract's cost breakdown (cost schedule) and progress schedule.
The Contractor shall provide the BIA COR with both digital files of the O&M Manuals and Warranties.
Electronic files shall be Portable Document Format (*.pdf) files.
Warranty forms and information shall be completed by the contractor and presented to the COR on final completion of project.
The Contractor shall be responsible for the closeout of the contract. The BIA Contracting Officer shall be provided with a copy of the signed original prepared by the Contractor, documenting the closeout.

Security Considerations Contracted personnel shall require a BIA chaperone within all BIA buildings.
Contractor shall provide the COR with a list of personnel working on the project.

Other Unique Requirements or Considerations
The Contractor shall contact BIA COR, at the phone number indicated above, for questions or discussions regarding technical matters relative to the services required. This individual will be designated as the COR for the contract. The Contractor will contact the CO, at the phone number indicated above, on all other matters.
The BIA will review and approve the Construction Contractors Construction Schedule and Schedule of Values and allow the BIA CO and COR to review the proposed schedules. The CO will review and approve Contractor's Quality Assurance Plans.
The BIA's COR will also make periodic site visits at critical times during the construction process.
The Contractor, of their representatives shall not be allowed to make changes in the work. Only the BIA CO is authorized to make changes to the contract.
The CO will review and approve the Contractors Construction Schedule and Schedule of Values.
Egress traffic, street access, building access and BIA employee parking shall not be encroached upon.
COVID Guidelines and procedures will be followed.

Period of Performance Acceptable working hours are 07:30 a.m. to 5:30 p.m. Monday through Friday. Working weekends will be by request only and approved by the Agency Facilities Manager.
This project shall be completed forty-five (45) calendar days after Notice-to-Proceed letter is issued.
