STATEMENT OF WORK
Annual Life Raft Inspection & Certification Scope:
Conduct an annual inspection of NOAA ship RAINIER’s (10ea) 25 person and (6ea) 4 person life rafts.
References:
NOAA Standard Specification AMC-583-1b, “General Requirements for Life Raft Inspections” RAINIER 2023 Life Raft Annual Inspection & Certification 46 CFR Part 160, Subpart 160.151 – Inflatable Life rafts (SOLAS) Government Furnished Materials:
None Requirements:
Provide transport of life rafts to and from inspection facility.
Inspection shall be in accordance with 46 Code of Federal Regulations (CFR) Part 160, Subpart 160.151 – Inflatable Life rafts.
Submit conditions found report (CFR) to Port Engineer for materials, work above and beyond the initial inspection, testing and standard annual maintenance and repair. Photographic evidence is required for single raft repairs exceeding $1,000.
Guarantee workmanship and material against defects for twelve months.
Tasks:
Coordinate with Port Engineer for pickup of life rafts at NOAA facility.
Perform inspections on ten (10) Elliot MK III and six (6) DBC TO life rafts.
Renew all expired items or items nearing expiration.
All replacement pyrotechnic signaling devices (including aerial flares and hand held signals) must be within 9 months of the date of manufacture when replaced on the life rafts during servicing.
Life rafts without a radar reflector will be affixed with a weather proof label that reads “RADAR REFLECTOR NOT INCLUDED” on the life raft case near the manufacturers plate.
Repack re-certified life rafts.
Return life rafts to NOAA ship RAININER (see 1.9.1) Provide three (3) copies (two paper and one electronic) of certificates to Port Engineer.
Quality Assurance:
Submit service and inspection report containing inspections completed, repairs, testing, and replaced materials for each life raft to COR within 5 working days of completion of work.
