STATEMENT OF WORK (SOW) – Financial Software License
C.0. GENERAL:
C.1. SCOPE: The scope of the contract is to obtain access to a financial software licensing service which will be used by the Trust Fund Accounting and Reporting work center (DFAS-IN/JJAH). The Service must provide real-time financial market data, analytics, and content to be used for investment of trust funds managed by this work center, and must be available via standard internet connectivity. Official Use access may be sub-issued to subject matter experts on the Investment Advisory Committee, as necessary and applicable, for maintaining the data/portfolio information and performing research.
C.1.2. BACKGROUND: The Trust Fund Accounting and Reporting area (JJAH) is responsible for the management of over $1 trillion in investments for DoD, including the investments comprising the Military Retirement Fund and the Medicare Eligible Retiree Health Care Fund. The area is responsible for the day-to-day investment and long term liquidity of these funds, and receives direction and governance through the DoD Investment Board. During FY 2011, DFAS, under direction of the DoD Investment Board, established a three member Investment Advisory Committee (increased to 4 members during FY 2013). The Committee is responsible for recommending future investment strategies and relies on specific investment information to develop the strategy. To that end, the Investment Advisory Committee recommended using a Service to obtain real-time, detailed market data. The use of this service was approved by the DoD Investment Board, chaired by Mrs. Teresa McKay, Director, DFAS, on August 2, 2011 and a contract was in place from 2011 to 2019 with Bloomberg Financial Service. The current contract for the Service has expired and must be procured at this time.
