SOUTHWEST REGIONAL MAINTENANCE CENTER

STATEMENT OF WORK (SOW)

(Revision 01)

Radiographic Testing Support Services

1. Scope:

1.1 Title: Southwest Regional Maintenance Center (SWRMC) Engine Product Family Code 925 Welder Re-qualification Shop is in need of Radiographic Testing support services for the testing of welder re-qualification test coupons

2. Government Applicable Document References:

3. Contractor Requirements:

3.1 The contractor shall provide their personnel, all Personnel Protective Equipment (PPE) and consumable materials/supplies required to perform the tasks identified in paragraphs 4.0 through 4.10. The contractor shall provide all of their own equipment to perform all aspects and phases of the radiographic inspection/testing required under this solicitation. The contractor shall coordinate all aspects of the transportation of personnel to the Government facility and all equipment, materials and supplies to the facility to perform stated services.

4. Contractor Operations / Tasks:

4.1 Test coupons shall be tested using radiographic procedures by one or two method per the requirement of references 2.1, 2.2, and 2.3 above.

4.2 Film viewing equipment shall be per paragraph 3.4.11.1 of reference 2.2.

4.3 The contractor shall pick-up test coupons from SWRMC EPF Code 925 Welder Re-qualification Shop in paragraph 6.1 as per request by Welder Re-qualification Supervisor. Defense Biometric Identification System (DBIDS) access will be required to gain access inside SWRMC. The Contractor will be required to fill out a SECNAV 5512/1. SWRMC EPF General Supply Specialist Lead can be the sponsor.

4.4 Test coupons shall be inspect by the contractor using visual and radiographic test methods per the requirements of section 8 and 3 of reference 2.2 respectively with same day service especially for emergent welding qualifications.

4.5 Radiographic film shall be process as per the requirement of reference 2.2.

4.6 Test coupons shall be inspected and interpreted by the contractor as per the requirements of section 3 of reference 2.2 within 1 working days. If test coupons failed, the contractor shall notify SWRMC EPF Weld Re-Qualification Supervisor as soon as possible due to limited weld re-qualification booth space as well as due to limited number of personnel who can move forward through the next re-qualification process depending on the qualification test results.

4.7 All test coupons shall be evaluated using the accept/reject criteria per the requirements of reference 2.3 within 1 working day to ensure student welders can complete 5 qualification testing coupons within class schedule to be certified as welders re-qualification graduate.

4.8 All testing report shall be submitted by the contractor within 2 to 3 working days to SWRMC Weld Re-Qualification Supervisor as soon as testing report are complete as per the requirements of reference 2.2. These reports will validate student’s weld testing performance (pass or fail) in order to move to the next weld re-qualification module in order to be certified.

4.9 All films, reports, records, and test coupons shall be packaged and delivered back to SWRMC EPF Code 925 Welder Re-qualification Shop in paragraph 6.1 when complete.

4.10 The contractor’s facility shall be subject to surveys required in paragraph 3.3.2.2 of reference 2.2 by the SWRMC Non Destructive Test Examiner’s Office.

5. SWRMC EPF Code 925 (Government) responsibilities:

5.1 SWRMC EPF Weld Shop Code 925 shall ONLY provide exact quantity of carbon steel plates and carbon steel pipes as per quarter of testing service to the contractor for radiographic testing. No excess quantity shall be accepted by the contractor.

5.2 Provide Facility Memorandum of Agreements (MOA’s)

5.3 Provide contractor with copies of the references 2.1, 2.2, and 2.3.

5.4 SWRMC EPF Code 925 shall perform all inspection functions during the entire process. SWRMC EPF Code 925 shall perform all acceptance of completed services (using DD250 as the primary Material Inspection and Receiving Report).

6. Inspection / Acceptance Criteria

6.1 All work performed by the contractor shall be inspected by SWRMC QA/Site Coordinator/Designated Personnel at destination.

8. Notes:

8.1 Billing / invoicing charges will be in arrears (and in WAWF) on a quarterly basis for services actually performed and accepted by SWRMC EPF Weld Shop Code 925 Production Line Supervisor and or Welder Re-Qualification Shop Lead. The vendor shall deliver materials no later than the delivery date in accordance with paragraph 10 to prevent class work stoppage and impediment of SWRMC production and naval operations.

8.2 The vendors shall pick-up and immediately replace any defective or wrong materials without additional cost to the government.
