About this file
This is a Statement of Work (SOW) for the procurement of an automated irradiator to replace aging equipment at the USAF Radiation Dosimetry Laboratory, dated 14 May 2024.
The vendor shall provide a Hopewell Designs Automated Irradiator Model DI-40 MAC BGN with sufficient equipment (trays and cradles) to process 105 of each Electronic Personal Dosimeter (EPD) type—Mk-II, N2, and TruDose—simultaneously. The irradiator must test calibration of four specific Thermo EPD models (Mk-II, N2, TruDose BG, and TruDose NG) and interface with EMDS software. Critical specifications include: facility fit with on-site assembly if necessary given doorway dimensions of approximately 82.5" H × 46.5" W; radiation exposure not exceeding 2 mrem/hr to personnel; and inclusion of all accessory equipment for operation and internal server connectivity. The vendor must develop and deliver a detailed installation plan requiring USAFSAM approval prior to shipment, along with Operations and Maintenance manuals and source certificates. The replacement is necessary because one of the laboratory's two existing DI-40/100 Beta/Gamma/Neutron calibrators has reached end of service life and experiences degraded performance, creating risk to the laboratory's ability to maintain mandatory NIST NVLAP accreditation in Personnel Ionizing Radiation Dosimetry as required under applicable federal regulations and Air Force directives.

Statement of work
Title: Hopewell Designs Automated Irradiator Model DI-40 MAC BGN
Document Date: 14 May 2024
Scope: The vendor shall provide an automated irradiator model DI-40 MAC BGN.
Includes: enough equipment (trays and cradles) to allow processing of 105 of each Electronic Personal Dosimeter (EPD) type (Mk-II, N2, TruDose) at one time.
Background: The USAF Radiation Dosimetry Laboratory currently has two DI-40/100 Beta/Gamma/Neutron Automatic EPD Calibrators in service. One of these two calibrators has reached the end of its service life. This calibrator routinely experiences slower operation and more frequent malfunctions. All Laboratory EPD calibrations are conducted IAW National Institute of Standards and Technology (NIST), National Voluntary Laboratory Accreditation Program (NVLAP) accreditation requirements. NVLAP accreditation is mandatory in the category of Personnel Ionizing Radiation Dosimetry as stipulated in Title 10 Code of Federal Regulations (CFR), Parts 19 & 20, Title 29 CFR Part 1910.1096, Title 15 CFR part 285, DAFMAN 40-201, AFMAN 48-148, DAFMAN 48-125 and AFI 91-108. Failure of this irradiator will severely limit the ability of USAFSAM to meet the requirements of the aforementioned regulations.
Requirement/Salient Characteristics: The DI-40 Automatic Irradiator shall possess the following salient characteristics:
• Test the calibration of the following Thermo EPDs:
o Mk-II o N2 o TruDose BG o TruDose NG
• Shall supply any accessory equipment needed to operate the unit and connect to our internal server.
• Shall interface with EMDS software.
• Shall be able to fit into our facility (assemble on-site if necessary).
• Shall not expose personnel to more than 2 mrem/hr.
• Shall develop and deliver a detailed installation plan approved by USAFSAM prior to shipment of the irradiator. (The smallest doorway between logistics and dosimetry is very close to ~82.5” H x ~46.5” W.
• Shall provide Operations and Maintenance manuals, and source certificates.
