STATEMENT OF WORK (SOW) – v.11 July 2025
1. OVERVIEW
This Statement of Work (SOW) outlines the requirements for periodic equipment testing of 5, 20, and 150 lb. Halon/Novec fire extinguishers at Dover Air Force Base (DAFB). See attachment 1, Technical Order (TO) 13F4-4-121.PD, for specifications on 150 lb. units. The contractor shall perform recurring and ad hoc fire extinguisher services for the 736 AMXS to ensure operational safety and regulatory compliance, maintaining fire suppression systems in proper working order throughout the duration of the agreement. These services will be acquired through a Blanket Purchase Agreement (BPA) to provide a streamlined and efficient method for obtaining recurring fire extinguisher testing services on an as-needed basis. The period of performance for this BPA is estimated from 1 October 2025 to 30 September 2030.
2. BACKGROUND
The 436th Mission Generation Group (MGG), specifically the 736th Aircraft Maintenance Squadron (AMXS) Aircraft Support Flight (ASF), is responsible for maintaining on- and off-equipment fire extinguishers for aircraft operations. The contractor shall provide qualified services to support this responsibility across the specified units.
3. SCOPE OF WORK
The contractor shall provide 1-year, 6-year, and hydrostatic testing of all fire extinguishers assigned to Dover Air Force Base and managed by the 736 AMXS as inventoried in Appendix
1. Services shall be performed in compliance with NFPA 10 standards and manufacturer guidelines. The contractor shall also provide contingency services upon request, outside of scheduled testing. 736 AMXS is responsible for maintaining and providing the contractor with up-to-date caller lists. The contractor shall verify the caller's authorization prior to initiating any work.
All services will be initiated by authorized callers designated in a caller list from each unit.
Only calls made by authorized callers may be actioned. All work must be captured in an estimate from the contractor, and no work will be done until an authorized caller approves the estimate.
4. BPA ORDERING PROCEDURES
4.1. Authorized callers from 736 AMXS will initiate service requests by contacting the contractor via phone or email.
4.2. There is no minimum order value for services under this BPA.
4.3. Individual orders placed against this BPA shall not exceed $25,000.
4.4. When placing an order, authorized callers must provide the BPA number, caller name and unit, a list of extinguishers to be serviced, the location of the extinguishers, desired service dates, and any specific requirements.
4.5. The contractor shall acknowledge receipt of the order within 24 hours and confirm the availability of services and schedule the requested service to occur within 30 days.
4.6. Orders may be cancelled by the authorized caller within 24 hours of placement without penalty. Cancellations made after this timeframe may be subject to a cancellation fee as outlined in the contractor's pricing schedule.
5. BPA PRICING AND PAYMENT
5.1. The contractor shall provide firm fixed pricing for each type of fire extinguisher and related service.
5.2. Price adjustments can be submitted to the 436th Contracting Office at any time. Upon approval, the new price list will be incorporated into the BPA.
5.3. The contractor shall submit invoices to the designated point of contact from the unit who authorized the call for service.
5.4. Payment will be made via a government credit card.
6. PLACE OF PERFORMANCE
Services shall be performed on-site at Dover AFB or at the contractor's off-site facility, depending on service type. The contractor shall coordinate with the Government to ensure equipment is made available at a centralized location within each unit, unless otherwise agreed upon.
7. PERFORMANCE REQUIREMENTS
7.1. The contractor shall perform annual tests within one (1) year from the date of the last event, plus or minus 30 days.
7.2. The contractor shall perform 6-year tests within six (6) years from the date of the last event, plus or minus 30 days.
7.3. The contractor shall perform hydrostatic tests within twelve (12) years from the date of the last event, plus or minus 30 days.
7.4. Any deviation from these periods must be requested, coordinated, and approved by the authorized caller facilitating services requested.
7.5. The contractor shall adjust previously tested equipment to align with equipment still requiring testing. This shall be accomplished by retesting all items out of normal cycle within the same period as untested equipment to ensure all testing can and will be completed concurrently, based on the contractor’s availability.
8. GOVERNMENT FURNISHED PROPERTY (GFP)
The Government will provide access to all fire extinguishers and staging areas within each unit. The contractor shall provide all tools, transportation, and test equipment necessary to perform the required services.
9. DELIVERABLES AND ACCEPTANCE
9.1. The contractor shall coordinate all work and testing with the caller to service fire extinguishers. There is no need to coordinate with Contracting as this is a decentralized BPA for calls under $25K. The contractor is not authorized to perform any work under this BPA without the express approval of an authorized caller from the 736 AMXS.
9.2. Acceptance of work will be determined by the caller.
9.3. Upon completion of each testing, the contractor shall complete a Report of Testing for each extinguisher serviced and provide documentation to an authorized caller on the BPA list from the respective unit.
10. QUALITY ASSURANCE
The Government will evaluate the contractor's performance through periodic inspections, review of submitted documentation, and adherence to NFPA 10 and agreement requirements. Deficiencies must be corrected within seven (7) business days at no additional cost to the Government.
11. HOURS OF OPERATION
Normal service shall be performed between 0700 and 1530, Monday through Friday, excluding approved federal holidays and family days. After-hours or emergency work shall be coordinated in advance and billed per contractor labor rates.
