About this file

This is a Statement of Work (SOW) for the installation of a Government-owned Hotsy steam cleaner, air compressor, electrical panel modifications, gas piping, and surge protection at the Logistics Readiness Center (LRC), Building 8411, Joint Base McGuire-Dix-Lakehurst (JB MDL), New Jersey.

The contractor must furnish all labor, materials, equipment, tools, supervision, and transportation to complete the installation in compliance with the National Electrical Code (NEC), OSHA Regulations, Unified Facilities Criteria (UFC), DoD and Army Safety Regulations, and JB MDL Installation Policies. The Hotsy Steam Cleaner (Model 5762SS 208, Serial Number 11096540 100120) requires 208 VAC, 55A, 60 Hz, 3 Phase electrical service and natural gas piping at 1/2 psig pressure with a 720,450 BTU rating and maximum 225°F temperature. Installation tasks include running approximately 190 feet of feed wire and conduit from the electrical panel to the steam cleaner, replacing the existing breaker with a properly sized unit, installing approximately 30 feet of natural gas piping with fittings and shutoff valves, and conducting startup and operational testing. The Air Compressor installation requires mechanical positioning with vibration pads and anchoring, dedicated electrical wiring with conduit and terminations per NEC, modification or upgrade of electrical panel components, and installation of a local disconnect switch. Both installations must include surge protection via a fusible link, surge protective device (SPD), or equivalent with proper voltage and amperage rating integrated into the electrical panel or local disconnect.

The contractor must conduct a mandatory comprehensive onsite survey prior to installation, including verification of equipment locations and mounting requirements, assessment of existing electrical panel capacity, identification of conduit routing and penetrations, confirmation of conductor sizing and protective devices, and identification of additional work required for code compliance. No installation work shall begin until the Government approves the written survey report. Deliverables include the onsite survey report, as-built drawings and wiring diagrams, surge protection documentation, test and commissioning reports, gas leak test results, electrical verification documentation, and warranty documentation. The Government Representative is Ronnie Walker, Logistics Management Specialist, at 856-562-5464 or ronnie.walker1.civ@army.mil. The project will be considered complete when the survey is approved, both systems are fully installed and operational, all electrical, gas, and surge protection systems are tested and verified, and all deliverables are submitted and accepted.
